రైతుల సమస్యల కోసం జీవితాన్ని అంకితం చేసిన సారంపల్లి మల్లారెడ్డి: సీఎం రేవంత్ రెడ్డి
ఆరు దశాబ్దాల పాటు గ్రామీణ స్థాయి నుంచి జాతీయ స్థాయి వరకు రైతులు, రైతు కూలీలు, కౌలు రైతుల సమస్యల పరిష్కారం కోసం సారంపల్లి మల్లారెడ్డి చేసిన సేవలు చిరస్మరణీయమని ముఖ్యమంత్రి ఎ. రేవంత్ రెడ్డి అన్నారు. హైదరాబాద్ రవీంద్రభారతిలో జరిగిన అఖిల భారత కిసాన్ సభ జాతీయ ఉపాధ్యక్షుడు సారంపల్లి మల్లారెడ్డి సంస్మరణ సభలో సీఎం పాల్గొని నివాళులర్పించారు.
మల్లారెడ్డి చిత్రపటానికి పూలమాల వేసి నివాళులర్పించిన అనంతరం సీఎం మాట్లాడుతూ.. భూమిలోని సారం నుంచి నీరు, విత్తనం, పెట్టుబడి, పంట, గిట్టుబాటు ధర, మార్కెటింగ్ వరకు వ్యవసాయ రంగంలోని ప్రతి అంశంపై మల్లారెడ్డికి లోతైన అవగాహన ఉండేదన్నారు. రైతుల సమస్యలను సమగ్రంగా విశ్లేషించి వాటి పరిష్కారం కోసం నిరంతరం పోరాడిన ఆయనను వ్యవసాయ రంగంపై పూర్తి అవగాహన కలిగిన ‘వాకింగ్ ఎన్సైక్లోపీడియా’గా అభివర్ణించారు.
పదవులు, గుర్తింపు కోసం కాకుండా తన శ్రమ రైతులు, రైతు కూలీలకు ఉపయోగపడాలనే లక్ష్యంతో మల్లారెడ్డి జీవితాన్ని అంకితం చేశారని రేవంత్ రెడ్డి పేర్కొన్నారు. అలాంటి రైతు నాయకుడిని కోల్పోవడం రైతాంగానికి తీరని లోటని అన్నారు.
సమస్యలపై అవగాహన ఉంటే వాటి పరిష్కారానికి మార్గం ఏర్పడుతుందని సీఎం అన్నారు. రైతుల సమస్యలపై మల్లారెడ్డి రాసిన పుస్తకాలు, ఆయన లేవనెత్తిన అంశాలను పరిగణనలోకి తీసుకుని పరిష్కార దిశగా ప్రజా ప్రభుత్వం ముందుకు సాగుతోందని చెప్పారు.
వామపక్ష ఉద్యమాలు, రైతు కూలీల పోరాటాల ద్వారా లేవనెత్తిన అనేక సమస్యలకు గతంలో కాంగ్రెస్ ప్రభుత్వాలు చట్టపరమైన పరిష్కారాలు చూపాయని సీఎం వివరించారు. భూమిలేని నిరుపేద కూలీలకు కనీస వేతనం కోసం వామపక్షాలు పోరాడిన నేపథ్యంలో కనీస వేతన చట్టం తీసుకొచ్చిన విషయాన్ని గుర్తుచేశారు.
‘దున్నేవాడికే భూమి’ అనే నినాదంతో సాగిన పోరాటాల ఫలితంగా ల్యాండ్ సీలింగ్ చట్టం వచ్చిందని, దళితులు, గిరిజనులు, ఆదివాసీలకు పోడు, మిగులు భూములను పంపిణీ చేశామని చెప్పారు. మొత్తం 24.56 లక్షల ఎకరాలకు పట్టాలు అందించినట్లు పేర్కొన్నారు.
నిరుపేదలకు గృహ వసతి కల్పించాలనే డిమాండ్ల నేపథ్యంలో ఇందిరమ్మ ఇళ్ల పథకం అమలులోకి వచ్చిందని రేవంత్ రెడ్డి అన్నారు. ఉత్పత్తి చేసే వారే సాధారణంగా తమ ఉత్పత్తికి ధర నిర్ణయిస్తుండగా, రైతులు పండించిన పంటలకు మాత్రం గిట్టుబాటు ధర లభించకపోవడం దురదృష్టకరమని పేర్కొన్నారు. రైతుల పోరాటాల నేపథ్యంలో స్వామినాథన్ కమిషన్ ఏర్పాటు చేసి కనీస మద్దతు ధర వ్యవస్థకు మార్గం ఏర్పడిందని చెప్పారు.
నిరుపేదలకు ఉపాధి కల్పించేందుకు ఉపాధి హామీ చట్టం, కరవు పరిస్థితుల్లో పేదలకు ఆహార భద్రత కల్పించేందుకు ఆహార భద్రతా చట్టం వంటి చర్యలు కూడా ప్రజా ఉద్యమాల నేపథ్యంలో వచ్చాయని సీఎం వివరించారు. సమస్యలపై వామపక్షాలు పోరాటాలు చేస్తూ పరిష్కారాలను సూచించిన సందర్భాల్లో కాంగ్రెస్ ప్రభుత్వాలు వాటిని అమలు చేశాయని అన్నారు.
మారుమూల గ్రామాలు, తండాల నుంచి ఉపాధి కోసం వలస వెళ్లిన వారి పేర్లను వివిధ కారణాలతో ఓటర్ల జాబితా నుంచి తొలగించే ప్రయత్నాలు జరుగుతున్నాయని సీఎం పేర్కొన్నారు. ఓటు హక్కు పరిరక్షణ విషయంలో ప్రజలు అప్రమత్తంగా ఉండాలని, ఎస్ఐఆర్ ప్రక్రియలో అర్హులైన ఓటర్ల పేర్లు తొలగిపోకుండా జాగ్రత్తలు తీసుకోవాలని సూచించారు.
సమావేశంలో నేతలు ప్రస్తావించిన అంశాలపై స్పందించిన రేవంత్ రెడ్డి.. సురవరం ప్రతాపరెడ్డి పేరును తెలుగు విశ్వవిద్యాలయానికి పెట్టిన విధంగానే సారంపల్లి మల్లారెడ్డి సేవలు చిరస్థాయిగా గుర్తుండిపోయేలా ఒక కార్యక్రమాన్ని చేపట్టే అంశాన్ని మంత్రివర్గంలో చర్చిస్తామని తెలిపారు.
ఈ కార్యక్రమంలో మంత్రి మహమ్మద్ అజారుద్దీన్, పలువురు ఎమ్మెల్యేలు, సీపీఎం నాయకులు ప్రకాశ్ కారత్, జాన్ వెస్లీ తదితరులు పాల్గొన్నారు.
Sarampalli Malla Reddy Dedicated Six Decades to Farmers’ Cause: CM Revanth Reddy
Chief Minister A. Revanth Reddy said the six decades of service rendered by Sarampalli Malla Reddy for farmers, agricultural labourers and tenant farmers would remain memorable. The Chief Minister attended a memorial meeting for the All India Kisan Sabha national vice-president at Ravindra Bharathi in Hyderabad and paid tributes to the veteran farmers’ leader.
After offering floral tributes to Malla Reddy’s portrait, Revanth Reddy said he had an in-depth understanding of every aspect of agriculture, beginning with soil fertility and extending to water, seeds, investment, crops, remunerative prices and marketing. He described Malla Reddy as a “walking encyclopedia” on agricultural issues, noting that few could match his understanding of farmers’ problems and his sustained efforts to find solutions.
The Chief Minister said Malla Reddy had not pursued positions or recognition but had dedicated his life to ensuring that his work benefited farmers and agricultural labourers. His loss was an irreparable setback for the farming community, he said.
Revanth Reddy said a proper understanding of problems creates an opportunity to find solutions. He stated that the government was moving forward with the objective of addressing issues highlighted by Malla Reddy through his writings and decades of work on farmers’ concerns.
The Chief Minister also referred to several measures that he said emerged from popular and Left-led movements. He recalled struggles for minimum wages for landless agricultural labourers and said they contributed to the enactment of minimum wage legislation.
He said the struggles around the principle of land for the tiller contributed to land ceiling legislation and the distribution of surplus and podu lands to Dalits, tribals and Adivasis. According to the Chief Minister, pattas covering 24.56 lakh acres had been distributed.
Revanth Reddy also referred to the demand for housing for the poor and the implementation of the Indiramma housing programme. He said farmers, unlike most producers, often do not have the ability to determine remunerative prices for their produce. He recalled the farmers’ movements over crop prices and the establishment of the Swaminathan Commission and the subsequent development of the minimum support price system.
The Chief Minister further recalled the role of public movements in the introduction of the employment guarantee law and food security measures for people affected by drought and poverty. He said successive Congress governments had acted on several issues raised by Left parties and social movements.
Referring to concerns over voter lists, Revanth Reddy said attempts were being made to remove names of people from remote villages and tribal hamlets who had migrated in search of livelihood, citing various discrepancies. He called for vigilance to ensure that eligible voters were not removed during the SIR process.
Responding to issues raised by leaders at the meeting, the Chief Minister said the government would discuss in the Cabinet an appropriate programme to permanently commemorate Sarampalli Malla Reddy’s contribution to the farming community, similar to the naming of Telugu University after Suravaram Pratap Reddy.
Minister Mohammed Azharuddin, several MLAs, CPI(M) leaders Prakash Karat and John Wesley, along with other prominent leaders, attended the programme.
