బీఆర్ఎస్ ఎమ్మెల్యేలను అసెంబ్లీకి అడ్డుకోవద్దు.. డీజీపీకి హైకోర్టు ఆదేశాలు
అసెంబ్లీ వెలుపల బీఆర్ఎస్ ఎమ్మెల్యేల పట్ల పోలీసులు వ్యవహరించిన తీరుపై దాఖలైన లంచ్ మోషన్ పిటిషన్ను తెలంగాణ హైకోర్టు సోమవారం విచారించింది. ఎమ్మెల్యేలను అసెంబ్లీ సమావేశాలకు హాజరుకాకుండా పోలీసులు అడ్డుకోవద్దని డీజీపీని ఆదేశించింది.
బీఆర్ఎస్ ఎమ్మెల్యే, డిప్యూటీ ఫ్లోర్ లీడర్ తలసాని శ్రీనివాస్ యాదవ్ దాఖలు చేసిన లంచ్ మోషన్ రిట్ పిటిషన్పై జస్టిస్ టీ. మాధవీ దేవి విచారణ చేపట్టారు. శాసనసభ సమావేశాలకు హాజరయ్యే బీఆర్ఎస్ ఎమ్మెల్యేలను పోలీసులు నిరోధించకూడదని స్పష్టం చేశారు.
అసెంబ్లీ నిబంధనల ఉల్లంఘనకు సంబంధించిన చర్యలు తీసుకునే అధికారం శాసనసభ స్పీకర్ పరిధిలోనే ఉంటుందని కోర్టు పేర్కొంది. ఈ విషయంలో పోలీసులు స్వయంగా ఎమ్మెల్యేలపై ఆంక్షలు విధించడం లేదా వారి సభా ప్రవేశాన్ని అడ్డుకోవడం సరికాదని స్పష్టం చేసింది.
అసెంబ్లీ వెలుపల చోటుచేసుకున్న ఘటనల్లో బాధ్యులైన పోలీసు అధికారులు, సిబ్బందిని గుర్తించి వారిపై కఠిన చర్యలు తీసుకోవాలని డీజీపీని హైకోర్టు ఆదేశించింది. తీసుకున్న క్రమశిక్షణ చర్యలపై సమగ్ర నివేదికను కోర్టుకు సమర్పించాలని సూచించింది.
మహిళా బీఆర్ఎస్ ఎమ్మెల్యేల పట్ల పోలీసులు దురుసుగా వ్యవహరించారన్న ఆరోపణలను కూడా కోర్టు తీవ్రంగా పరిగణించినట్లు నివేదికలు పేర్కొన్నాయి. ఈ వ్యవహారంపై హోంశాఖ ప్రధాన కార్యదర్శి, డీజీపీ, హైదరాబాద్ పోలీస్ కమిషనర్, ఖైరతాబాద్ డీసీపీకి నోటీసులు జారీ చేసి వారి వివరణ కోరింది.
ఈ ఘటనపై పూర్తి వివరాలతో నివేదిక సమర్పించాలని ఆదేశిస్తూ తదుపరి విచారణను రెండు వారాలకు వాయిదా వేసింది.
Telangana High Court Directs DGP Not to Stop BRS MLAs from Attending Assembly
The Telangana High Court on Monday heard a lunch-motion petition concerning alleged police high-handedness against BRS legislators outside the Assembly. The court directed the Director General of Police (DGP) not to restrain or prevent BRS MLAs from attending the ongoing Assembly session.
Justice T. Madhavi Devi heard the writ petition filed by BRS MLA and Deputy Floor Leader Talasani Srinivas Yadav. The court made it clear that legislators attending the Assembly session should not be obstructed by the police.
The court observed that enforcement of Assembly rules falls within the authority of the Speaker. It clarified that the police cannot independently impose restrictions on legislators or prevent them from entering the Assembly in connection with Assembly rules.
The High Court also directed the DGP to identify the police officials and personnel allegedly responsible for the incidents and initiate strict disciplinary action against those found at fault. A comprehensive report on the action taken was also sought.
The court also took note of allegations concerning the treatment of BRS women legislators during the confrontation. Notices were issued to the Principal Secretary of the Home Department, DGP, Hyderabad Police Commissioner and Khairatabad Deputy Commissioner of Police, seeking their responses.
The matter was adjourned for two weeks, with the authorities directed to submit a detailed report on the incident.
