Revanth Reddy Seeks Strict Action on Paper Leaks
ప్రశ్నపత్రాల లీకేజీలకు కారణమైన వారిపై కఠిన చర్యలు తీసుకోవాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి అన్నారు. ఆన్లైన్ పరీక్షలతో పోలిస్తే ఆఫ్లైన్ పరీక్షల్లోనే ఎక్కువ సమస్యలు ఎదురవుతున్నాయని పేర్కొన్నారు.
ఢిల్లీలో కేంద్ర మంత్రి శివరాజ్ సింగ్ చౌహాన్ను కలిసిన అనంతరం మీడియాతో మాట్లాడిన ముఖ్యమంత్రి రేవంత్ రెడ్డి, దేశంలో అనుమతి లేకుండా కోచింగ్ సెంటర్లు పుట్టగొడుగుల్లా పెరుగుతున్నాయని అన్నారు. ఇలాంటి సంస్థలు ప్రశ్నపత్రాల లీకేజీలకు వేదికలుగా మారుతున్నాయని ఆందోళన వ్యక్తం చేశారు.
దేశవ్యాప్తంగా ప్రశ్నపత్రాల లీకేజీలను అరికట్టేందుకు ఏకరీతి విధానాన్ని రూపొందించాల్సిన అవసరం ఉందన్నారు. విశ్వవిద్యాలయాలపై ఆధిపత్యం చెలాయించే ప్రయత్నాలను కేంద్ర ప్రభుత్వం విరమించుకోవాలని సూచించారు. విద్యను సాధ్యమైనంత వరకు రాష్ట్రాల పరిధిలోనే ఉంచితే తప్పిదాలకు అవకాశం తగ్గుతుందని, ఈ అంశంపై పార్లమెంట్లో సమగ్ర చర్చ జరగాల్సిన అవసరం ఉందన్నారు.
తెలంగాణ పబ్లిక్ సర్వీస్ కమిషన్ (టీజీపీఎస్సీ)ను యూపీఎస్సీ తరహాలో ప్రక్షాళన చేసి నియామకాలు చేపట్టిన తర్వాత పరీక్షలను పారదర్శకంగా నిర్వహిస్తున్నామని సీఎం తెలిపారు. విద్యార్థులకు ఎలాంటి నష్టం జరగకుండా, వారికి నమ్మకం కలిగించే విధంగా పరీక్షల నిర్వహణ కొనసాగుతోందని చెప్పారు.
గ్లోబరీనా వంటి సంస్థలపై గతంలో చర్యలు తీసుకోకపోవడంతో అవి సీబీఎస్ఈ పరీక్షల వరకు విస్తరించి అవకతవకలకు పాల్పడ్డాయని విమర్శించారు. ఇలాంటి సంస్థలపై కఠిన చర్యలు తీసుకోవాల్సిన అవసరం ఉందని అన్నారు.
ఫీజు రీయింబర్స్మెంట్ అంశంపై విజిలెన్స్ అండ్ ఎన్ఫోర్స్మెంట్ విచారణ కొనసాగుతోందని తెలిపారు. గత ప్రభుత్వ బకాయిల భారం ఉన్నప్పటికీ అన్ని సమస్యలను దశలవారీగా పరిష్కరిస్తున్నామని చెప్పారు. ఇకపై ప్రతి విద్యా సంవత్సరానికి సంబంధించిన ఫీజులను అదే సంవత్సరంలో పూర్తిగా చెల్లించేలా చర్యలు తీసుకుంటామని, అవసరమైతే ముందుగానే బ్యాంకు ఖాతాల్లో నిధులు జమ చేసే విధానాన్ని అమలు చేస్తామని వెల్లడించారు.
రాష్ట్రంలో ప్రతి ఏడాది ఫీజు రీయింబర్స్మెంట్కు సుమారు రూ.2,200 కోట్ల నుంచి రూ.2,400 కోట్ల వరకు అవసరమవుతాయని, వాటిని క్రమం తప్పకుండా చెల్లించేందుకు ప్రభుత్వం ప్రణాళిక సిద్ధం చేసిందన్నారు. భవిష్యత్తులో రాష్ట్రంలో ఫీజు రీయింబర్స్మెంట్ సమస్య ఉండదని స్పష్టం చేశారు.
హైడ్రా (HYDRAA) అంశంపై స్పందిస్తూ, ప్రభుత్వానికి హైడ్రా విధులు, బాధ్యతలపై పూర్తి స్పష్టత ఉందన్నారు. హైకోర్టు తాజా ఆదేశాలను ఇంకా పూర్తిగా పరిశీలించలేదని, ప్రభుత్వ స్థాయిలో సమీక్షించిన అనంతరం తదుపరి నిర్ణయాలు తీసుకుంటామని తెలిపారు. న్యాయస్థాన ఆదేశాలను గౌరవిస్తూనే, హైడ్రా చేపడుతున్న పనులను కొనసాగిస్తామని స్పష్టం చేశారు.
Strict Action Needed Against Question Paper Leaks: CM Revanth Reddy
Lead: Telangana Chief Minister Revanth Reddy called for strict punishment against those responsible for question paper leaks, stating that offline examinations are more vulnerable to irregularities than online tests.
Speaking to the media in New Delhi after meeting Union Minister Shivraj Singh Chouhan, Chief Minister Revanth Reddy said unauthorized coaching centres are mushrooming across the country and have become hubs for question paper leaks.
He stressed the need for a national policy to prevent examination paper leaks and suggested that the Centre should refrain from attempting to exercise greater control over universities. He also said education should remain largely under the jurisdiction of the states, as it would reduce the scope for irregularities, and called for a parliamentary discussion on the issue.
The Chief Minister said the Telangana Public Service Commission (TGPSC) has been restructured on the lines of the UPSC, enabling transparent recruitment examinations and restoring confidence among candidates.
He alleged that failure to act against organisations such as Globarena in the past allowed them to expand their influence, even affecting CBSE examinations. Such organisations, he said, must face stringent action.
On the fee reimbursement issue, Revanth Reddy said a Vigilance and Enforcement inquiry is underway. Despite pending dues inherited from the previous government, the state is working to clear them systematically. He assured that, in the future, fee reimbursement for each academic year would be paid within the same year, with funds credited in advance if necessary.
The Chief Minister said the state requires approximately ₹2,200 crore to ₹2,400 crore annually for fee reimbursement and that a structured plan has been prepared to ensure timely payments.
Responding to a question on HYDRAA, he said the government has clarity on the agency’s responsibilities. While the High Court’s recent directions are yet to be examined in detail, the government will review them and continue to respect judicial orders while carrying forward HYDRAA’s work.
