Tummidihatti Barrage Meeting on September 1
తుమ్మిడిహట్టి బ్యారేజీ నిర్మాణానికి సంబంధించిన సాంకేతిక, అంతర్రాష్ట్ర అంశాలపై సెప్టెంబర్ 1న ఢిల్లీలో కీలక సమావేశం జరగనుంది. కేంద్ర జల సంఘం చైర్మన్ అధ్యక్షతన జరిగే ఈ భేటీలో తెలంగాణ, మహారాష్ట్ర జలవనరుల శాఖల ఉన్నతాధికారులు పాల్గొననున్నారు.
ప్రాణహిత నదిపై తెలంగాణ ప్రభుత్వం ప్రతిపాదించిన తుమ్మిడిహట్టి బ్యారేజీ ప్రాజెక్టును ముందుకు తీసుకెళ్లేందుకు కేంద్రం, మహారాష్ట్రతో తెలంగాణ ప్రభుత్వం వరుస సంప్రదింపులు కొనసాగిస్తోంది. ఈ నేపథ్యంలో సెప్టెంబర్ 1న ఢిల్లీలోని సేవా భవన్లో కేంద్ర జల సంఘం చైర్మన్ అధ్యక్షతన సమావేశం నిర్వహించనున్నారు. తెలంగాణ, మహారాష్ట్ర జలవనరుల శాఖలకు చెందిన ఉన్నతాధికారులు ఇందులో పాల్గొంటారు.
తుమ్మిడిహట్టి ప్రాజెక్టుపై రెండు రాష్ట్రాల మధ్య పరస్పర ఆమోదయోగ్యమైన పరిష్కారం కోసం సమావేశం ఏర్పాటు చేయాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి మే 26న మహారాష్ట్ర ముఖ్యమంత్రికి లేఖ రాశారు. ఈ అంశాన్ని ప్రధానమంత్రి దృష్టికి తీసుకెళ్లగా, ప్రధానమంత్రి కార్యాలయం జలశక్తి మంత్రిత్వ శాఖకు పంపించింది. అనంతరం కేంద్ర జలశక్తి మంత్రి సీఆర్ పాటిల్కు ఆగస్టు 5న ముఖ్యమంత్రి ప్రత్యేకంగా లేఖ రాసి కేంద్రం జోక్యం చేసుకోవాలని కోరారు.
తుమ్మిడిహట్టి బ్యారేజీ ఎత్తుపై కూడా తెలంగాణ తన వాదనను కేంద్రం ముందు ఉంచింది. గతంలో అంగీకరించిన 148 మీటర్లకు బదులుగా 152 మీటర్ల ఎత్తుకు అంగీకారం సాధించేందుకు రాష్ట్రం ప్రయత్నిస్తోంది. 148 మీటర్ల వద్ద అవసరమైన నీటిని గ్రావిటీ ద్వారా తరలించడం సాధ్యం కాదని, భారీ పంపులను వినియోగిస్తే విద్యుత్ వ్యయం గణనీయంగా పెరుగుతుందని తెలంగాణ ప్రభుత్వం పేర్కొంది.
తక్కువ విద్యుత్ వ్యయంతో, దీర్ఘకాలికంగా రాష్ట్రానికి ప్రయోజనం చేకూరే విధంగా ప్రాజెక్టును నిర్మించాలన్నది తెలంగాణ ప్రధాన వాదనగా ఉంది. సీడబ్ల్యూపీఆర్ఎస్ అధ్యయనాల ప్రకారం జలమట్టాన్ని పెంచడం వల్ల అదనపు ముంపు పరిమితంగానే ఉంటుందని కూడా రాష్ట్ర ప్రభుత్వం కేంద్రానికి వివరించింది.
వెనుకబడిన, కరవు ప్రభావిత ప్రాంతాలకు సాగునీరు అందించడంలో కీలకమైన తుమ్మిడిహట్టి ప్రాజెక్టును త్వరగా కార్యరూపంలోకి తీసుకురావాలనే లక్ష్యంతో తెలంగాణ ప్రభుత్వం కేంద్రం, మహారాష్ట్రతో చర్చలను కొనసాగిస్తోంది. సెప్టెంబర్ 1న జరిగే సమావేశం ఈ ప్రక్రియలో కీలకంగా మారనుంది.
Key Tummidihatti Barrage Meeting in Delhi on September 1
A key meeting on the technical and inter-state issues concerning Telangana’s proposed Tummidihatti Barrage across the Pranahita River will be held in Delhi on September 1. Senior officials from the Telangana and Maharashtra water resources departments are expected to participate in the meeting chaired by the Central Water Commission chairman.
The Telangana government has been pursuing discussions with the Centre and Maharashtra to move forward with the Tummidihatti project. The meeting will be held at Seva Bhavan under the chairmanship of the Central Water Commission chairman.
Chief Minister Revanth Reddy wrote to the Maharashtra Chief Minister on May 26, seeking a meeting between the two states to work out a mutually acceptable solution for taking the project forward. The matter was also brought to the attention of the Prime Minister’s Office, which subsequently referred it to the Ministry of Jal Shakti. On August 5, the Chief Minister wrote separately to Union Jal Shakti Minister C.R. Patil, seeking the Centre’s intervention.
Telangana is also seeking agreement to raise the proposed barrage height from the earlier agreed 148 metres to 152 metres. The state has informed the Centre that the required water cannot be drawn through gravity at 148 metres and that using large pumps would significantly increase power consumption.
The Telangana government’s main argument is that the project should be designed in a manner that reduces long-term power costs and provides sustained benefits to the state. It has also informed the Centre that, according to CWPRS studies, the additional submergence resulting from raising the water level would remain limited.
The project is considered important for providing irrigation to backward and drought-affected areas. Telangana is continuing consultations with the Centre and Maharashtra with the objective of expediting the project.
