‘Back to Basics’ Policing Is the Way Forward: Telangana DGP C.V. Anand Tells Khammam Officers

తెలంగాణ డీజీపీ సీవీ ఆనంద్ ఖమ్మంలో నిర్వహించిన క్రైమ్ రివ్యూ సమావేశంలో పోలీసు అధికారులకు “బ్యాక్ టు బేసిక్స్” విధానాన్ని అనుసరించాలని సూచించారు. సమర్థవంతమైన పోలీసింగ్కు నిజాయితీ, ప్రజల్లో కనిపించే విధంగా విధుల నిర్వహణ, నిష్పాక్షికత, సాంకేతిక పరిజ్ఞానం ప్రధాన ఆధారాలని ఆయన పేర్కొన్నారు.
జిల్లాలో నేరాల పరిస్థితిని సమీక్షించిన డీజీపీ, నేర నియంత్రణ వ్యూహాల్లో ఉన్న లోపాలను అధికారులకు వివరించి తక్షణ సరిదిద్దు చర్యలు తీసుకోవాలని ఆదేశించారు. ఈ ఏడాది ఆర్థిక మోసాలు 30 శాతం, ఉద్యోగ మోసాలు 36 శాతం పెరిగాయని, నకిలీ పత్రాల కేసులు కూడా అధికమవుతున్నాయని తెలిపారు. జీఎస్టీ సంబంధిత నేరాలపై కూడా దర్యాప్తు కొనసాగుతోందన్నారు.
సైబర్ నేరాల వల్ల ఈ ఏడాది 711 మంది బాధితులు రూ.9.48 కోట్లను కోల్పోయారని, అందులో రూ.1.41 కోట్లు తిరిగి రికవరీ చేసినట్లు వెల్లడించారు. మాదకద్రవ్యాల నియంత్రణలో భాగంగా ఖమ్మం జిల్లాలో ఈ ఏడాది 1,700 కిలోల గంజాయిని స్వాధీనం చేసుకున్నామని, రాష్ట్రంలో అత్యధిక స్వాధీనాలు జరిగిన జిల్లాల్లో ఖమ్మం ఒకటిగా నిలిచిందన్నారు.
ఈ సందర్భంగా రోడ్ సేఫ్టీ పార్క్, జిల్లా కమాండ్ సెంటర్కు అనుసంధానించిన 250 కొత్త సీసీటీవీ కెమెరాలు, కమిషనరేట్ సీసీటీవీ కమాండ్ ఫెసిలిటీని ప్రారంభించారు. తమ గ్రామాల్లో స్వచ్ఛందంగా సీసీటీవీలు ఏర్పాటు చేసిన పౌరులను అభినందించారు. విద్యార్థులకు ట్రాఫిక్ నియమాలపై అవగాహన కల్పించి హెల్మెట్లు పంపిణీ చేశారు.
గత ఏడాది ఇదే కాలంలో 317 రోడ్డు ప్రమాదాలు నమోదుకాగా, ఈ ఏడాది అవి 146కు తగ్గాయని తెలిపారు. వనమహోత్సవంలో భాగంగా మొక్కలు కూడా నాటారు.
పోలీసు అధికారులకు మాదకద్రవ్యాలపై యుద్ధం ప్రకటించాలని, భవిష్యత్ తరాలను రక్షించాలని సూచించారు. పేదలు, బలహీన వర్గాలకు ముందుగా న్యాయం అందేలా చట్టప్రకారం పనిచేయాలని, రాత్రి పహారా బలోపేతం చేయాలని, CCTNS డేటాను కచ్చితంగా నిర్వహించాలని ఆదేశించారు. భూ, సివిల్ వివాదాల్లో నిబంధనలకు అతీతంగా జోక్యం చేసుకోవద్దని స్పష్టం చేశారు.
ఇసుక మాఫియా, మట్టి మాఫియా, రౌడీ మూకలపై కఠిన చర్యలు తీసుకోవాలని, CCTNS 3.0, Hawk Eye 3.0, TG COPS 3.0 వంటి సాంకేతిక వ్యవస్థలను సమర్థంగా వినియోగించాలని సూచించారు. త్వరలో EAGLE తరహాలో ట్రాఫిక్ మేనేజ్మెంట్ బ్యూరోను ఏర్పాటు చేయనున్నట్లు వెల్లడించారు.
చివరగా, “ఈ పోలీసు యూనిఫాం ధరించడం ఒక గొప్ప అదృష్టం. రాష్ట్రంలోని 4.5 కోట్ల జనాభాలో కేవలం 0.16 శాతం మందికే ఈ అవకాశం లభిస్తుంది. నిజాయితీతో ఈ యూనిఫాం ధరించండి, లేకపోతే ధరించకండి” అని డీజీపీ సీవీ ఆనంద్ అధికారులకు స్పష్టం చేశారు.

Telangana Director General of Police C.V. Anand called for a “Back to Basics” approach to policing while addressing officers during a Crime Review Meeting in Khammam. He said effective policing must be built on integrity, visibility, impartiality, and technology, urging officers to strengthen the fundamentals of law enforcement.
Reviewing the district’s crime trends, the DGP pointed out deficiencies in crime prevention strategies and directed officers to take corrective measures. He said financial fraud cases have increased by 30%, job fraud by 36%, while fake document cases are rising rapidly. GST-related offences are also under investigation.
C.V. Anand said cyber criminals cheated 711 victims of ₹9.48 crore this year, with ₹1.41 crore recovered so far. He also highlighted that 1,700 kg of ganja had been seized in Khammam this year, making the district one of the highest in narcotics seizures across Telangana.
During the visit, the DGP inaugurated the Road Safety Park, 250 new CCTV cameras linked to the district Command Centre, and the Commissionerate’s CCTV Command Facility. He appreciated citizens who voluntarily installed CCTV cameras in their villages, educated students on road safety, distributed helmets, and noted that road accidents had fallen from 317 last year to 146 this year. He also planted saplings as part of Vanamahotsavam.
Directing officers to wage war against narcotics and protect future generations, C.V. Anand instructed them to strictly follow the law, ensure justice reaches the poor and vulnerable first, strengthen night patrolling, maintain strict CCTNS data discipline, and avoid interference in civil and land disputes beyond prescribed SOPs. He also ordered focused action against sand mafia, soil mafia, and rowdy elements using CCTNS 3.0, Hawk Eye 3.0, and TG COPS 3.0, while announcing that a Traffic Management Bureau, on the lines of EAGLE, would be introduced soon.
Concluding his address, the DGP reminded officers that wearing the police uniform is a privilege enjoyed by only 0.16% of Telangana’s 4.5 crore population, urging them to wear it with integrity—or not wear it at all.
