IVF Services to Expand
ప్రభుత్వ ఆసుపత్రుల్లో ఫర్టిలిటీ, ఐవీఎఫ్ సేవలను మరింత విస్తరించడంతో పాటు ప్రైవేట్ ఫర్టిలిటీ కేంద్రాల్లో ఏఆర్టీ, సరోగసి చట్టాల అమలును కఠినతరం చేయాలని ఆరోగ్యశాఖ మంత్రి దామోదర్ రాజనర్సింహ అధికారులను ఆదేశించారు. నిబంధనలు ఉల్లంఘించే కేంద్రాలపై ఎలాంటి ఉపేక్ష లేకుండా చర్యలు తీసుకోవాలని స్పష్టం చేశారు.

హైదరాబాద్: రాష్ట్రంలోని ప్రభుత్వ ఫర్టిలిటీ, ఐవీఎఫ్ కేంద్రాల పనితీరుతో పాటు ప్రైవేట్ కేంద్రాల్లో ఏఆర్టీ, సరోగసి చట్టాల అమలు, పీసీపీఎన్డీటీ చట్టం అమలుపై ఆరోగ్యశాఖ మంత్రి దామోదర్ రాజనర్సింహ సోమవారం సచివాలయంలో ఉన్నతాధికారులతో సమీక్ష నిర్వహించారు. ప్రభుత్వ రంగంలో ఐవీఎఫ్ సేవలను మరింత బలోపేతం చేసి, జిల్లాలకు దశలవారీగా విస్తరించేందుకు ప్రతిపాదనలు సిద్ధం చేయాలని ఆదేశించారు.
గాంధీ హాస్పిటల్, పేట్లబుర్జులోని ఎంజీఎంహెచ్లో పనిచేస్తున్న ప్రభుత్వ ఐవీఎఫ్ కేంద్రాల పనితీరును మంత్రి సమీక్షించారు. ఈ రెండు కేంద్రాల్లో ఇప్పటివరకు 39,802 మంది రోగులకు ఫర్టిలిటీ వైద్య సేవలు అందించినట్లు అధికారులు తెలిపారు. 20,185 ఫాలిక్యులర్ స్టడీలు, 521 ఐయూఐ ప్రక్రియలు, 545 ఐవీఎఫ్ కేసులు నిర్వహించినట్లు వివరించారు. గాంధీ హాస్పిటల్లో ఐవీఎఫ్ కేంద్రాన్ని 2024 అక్టోబర్లో, పేట్లబుర్జులోని ఎంజీఎంహెచ్లో ఐవీఎఫ్ కేంద్రాన్ని 2024 డిసెంబర్లో ప్రారంభించినట్లు తెలిపారు.
రాష్ట్రంలో ప్రస్తుతం 477 ఏఆర్టీ, సరోగసి కేంద్రాలు రిజిస్టర్ అయి ఉన్నాయని అధికారులు వెల్లడించారు. వీటిలో 129 ఏఆర్టీ లెవల్-1, 226 ఏఆర్టీ లెవల్-2 కేంద్రాలు, 59 ఏఆర్టీ బ్యాంకులు, 63 సరోగసి క్లినిక్లు ఉన్నాయని తెలిపారు. కేంద్రాల్లో సిబ్బంది వివరాలు, రిజిస్ట్రేషన్, రికార్డుల నిర్వహణ, గ్రీవెన్స్ సెల్ తదితర అంశాలను నిరంతరం తనిఖీ చేయాలని మంత్రి ఆదేశించారు.
ప్రైవేట్ ఫర్టిలిటీ కేంద్రాల్లో నిర్వహించిన తనిఖీలపై మంత్రి ఆరా తీయగా, 379 కేంద్రాలను తనిఖీ చేయగా 50 కేంద్రాల్లో నిబంధనలకు భిన్నంగా వ్యవహరించినట్లు హెల్త్ అండ్ ఫ్యామిలీ వెల్ఫేర్ కమిషనర్ డాక్టర్ సంగీత సత్యానారాయణ తెలిపారు. సిబ్బంది వివరాల్లో మార్పులు, రికార్డుల నిర్వహణలో లోపాలు, రిజిస్ట్రేషన్ సర్టిఫికెట్ ప్రదర్శించకపోవడం, గ్రీవెన్స్ సెల్ నిర్వహించకపోవడం, రిజిస్టర్ చేసిన చిరునామాకు భిన్నమైన ప్రాంతంలో కేంద్రాన్ని నిర్వహించడం వంటి అంశాలు గుర్తించినట్లు వివరించారు.
లోపాలు గుర్తించిన కేంద్రాలకు షోకాజ్ నోటీసులు జారీ చేయడంతో పాటు, ఉల్లంఘనల తీవ్రత ఆధారంగా చర్యలు తీసుకున్నట్లు అధికారులు తెలిపారు. నిబంధనలు ఉల్లంఘించిన రెండు కేంద్రాల రిజిస్ట్రేషన్లు రద్దు చేయగా, తొమ్మిది కేంద్రాల అనుమతులను తాత్కాలికంగా రద్దు చేసినట్లు వెల్లడించారు.
ఫర్టిలిటీ సేవల పేరుతో రోగులపై అనవసర ఆర్థిక భారం పడకుండా పారదర్శకంగా సేవలు అందించాలని మంత్రి సూచించారు. కేంద్రాల్లో వినియోగిస్తున్న మందులు, ఇంజక్షన్లు, వాటి తయారీ సంస్థలు, ఎంఆర్పీ తదితర అంశాలను కూడా తనిఖీల్లో పరిశీలించాలని ఆదేశించారు.
పీసీపీఎన్డీటీ చట్టం అమలుపైనా ప్రత్యేక దృష్టి
హాస్పిటళ్లు, స్కానింగ్ కేంద్రాల్లో ఏప్రిల్ నుంచి జూలై వరకు 2,600 తనిఖీలు నిర్వహించినట్లు అధికారులు తెలిపారు. 52 కేంద్రాల్లో 37 నిబంధనల ఉల్లంఘనలు గుర్తించి షోకాజ్ నోటీసులు జారీ చేసినట్లు వెల్లడించారు. లింగ నిర్ధారణకు పాల్పడే అవకాశమున్న కేంద్రాలపై ప్రత్యేక నిఘా పెట్టాలని, పీసీపీఎన్డీటీ చట్టాన్ని కఠినంగా అమలు చేయాలని మంత్రి ఆదేశించారు.
ప్రభుత్వ రంగంలో ఫర్టిలిటీ, ఐవీఎఫ్ సేవలను విస్తరించడంతో పాటు ప్రైవేట్ రంగంలో నాణ్యతా ప్రమాణాలు, పారదర్శకత, చట్టబద్ధతను నిర్ధారించేలా పర్యవేక్షణను మరింత పటిష్టం చేయాలని అధికారులకు సూచించారు.
సమావేశంలో ప్రిన్సిపల్ సెక్రటరీ క్రిస్టినా జడ్ చొంగ్తు, హెల్త్ అండ్ ఫ్యామిలీ వెల్ఫేర్ కమిషనర్ సంగీత సత్యానారాయణ, పబ్లిక్ హెల్త్ డైరెక్టర్ డాక్టర్ రవిందర్ నాయక్, ఐవీఎఫ్ నోడల్ ఆఫీసర్ డాక్టర్ సుమిత్ర తదితర ఉన్నతాధికారులు పాల్గొన్నారు.
The Telangana government plans to expand fertility and IVF services in public hospitals while tightening enforcement of the ART and Surrogacy laws at private fertility centres. Health Minister Damodar Rajanarsimha directed officials to take strict action against centres violating prescribed norms.
Government IVF Services to Expand; Strict Monitoring of Private Fertility Centres
Hyderabad: Health Minister Damodar Rajanarsimha reviewed the functioning of government fertility and IVF centres, enforcement of the ART and Surrogacy laws, and implementation of the PCPNDT Act at a meeting with senior health officials at the Secretariat on Monday.
The Minister reviewed the government IVF centres at Gandhi Hospital and the MGH at Petlaburj. Officials said the two centres had provided fertility-related medical services to 39,802 patients so far, including 20,185 follicular studies, 521 IUI procedures and 545 IVF cases. The IVF centre at Gandhi Hospital was launched in October 2024, while the centre at MGH, Petlaburj, was launched in December 2024.
The Minister directed officials to strengthen services at both centres and prepare proposals to expand IVF services to districts in a phased manner.
Officials informed the Minister that 477 ART and Surrogacy centres are currently registered in Telangana. These include 129 ART Level-1 centres, 226 ART Level-2 centres, 59 ART banks and 63 surrogacy clinics. The Minister directed officials to continuously monitor compliance with the ART and Surrogacy laws, including staff details, registration, record maintenance and grievance cells.
During inspections of private fertility centres, deviations were found in 50 of the 379 centres inspected, Health and Family Welfare Commissioner Dr Sangeetha Satyanarayana said. The violations included changes in staff details, improper maintenance of records, failure to display registration certificates, absence of grievance cells and operation of centres at addresses different from those registered.
Show-cause notices were issued to the concerned centres, with action taken according to the seriousness of the violations. Registrations of two centres were cancelled, while permissions of nine centres were temporarily suspended.
The Minister directed officials to ensure that patients are not subjected to unnecessary financial burden in the name of fertility services and that services are delivered transparently. He also instructed officials to verify medicines and injections used at the centres, their manufacturers and MRP during inspections.
