హైదరాబాద్ మహానగర పరిధిలోని ఔటర్ రింగ్ రోడ్ (ORR) లోపల ఉన్న మూడు మున్సిపల్ కార్పొరేషన్లలో ఆస్తి పన్ను విధానంలో కీలక మార్పులకు దారితీసే కోర్ అర్బన్ రీజియన్ (ఇంటిగ్రేటెడ్ గవర్నెన్స్) బిల్లు–2026 (CURE Bill) ముసాయిదాను తెలంగాణ ప్రభుత్వం ప్రజాభిప్రాయాల కోసం విడుదల చేసింది.

ప్రస్తుతం అమల్లో ఉన్న వార్షిక అద్దె విలువ (Annual Rental Value) ఆధారిత విధానానికి బదులుగా, ప్రభుత్వ మార్కెట్ విలువ (Capital Value) ఆధారంగా ఆస్తి పన్నును నిర్ణయించాలని ముసాయిదా బిల్లులో ప్రతిపాదించారు. దీంతో అనేక ప్రాంతాల్లో ఆస్తి పన్ను గణనీయంగా పెరిగే అవకాశం ఉందని నివేదికలు సూచిస్తున్నాయి. కొన్ని సందర్భాల్లో పన్ను దాదాపు రెండింతలు కావచ్చని అంచనా వేస్తున్నారు.

అయితే ఇప్పటికే ఉన్న భవనాలకు పన్ను పెంపును దశలవారీగా అమలు చేయాలని ముసాయిదాలో ప్రతిపాదించగా, కొత్తగా నిర్మించే భవనాలకు కొత్త విధానమే వెంటనే వర్తించే అవకాశం ఉంది. ప్రభుత్వం ఈ బిల్లుపై ప్రజల నుంచి అభిప్రాయాలను స్వీకరించిన తరువాత తుది నిర్ణయం తీసుకోనుంది.

నగర పాలనను ఆధునికీకరించడం, వేగంగా విస్తరిస్తున్న హైదరాబాద్ మెట్రో ప్రాంత అవసరాలకు అనుగుణంగా చట్టాన్ని మార్చడం ఈ బిల్లుకు ప్రధాన ఉద్దేశ్యమని ప్రభుత్వం పేర్కొంది.

The Telangana Government has released the draft Core Urban Region (Integrated Governance) Bill, 2026 (CURE Bill) for public consultation, proposing a major overhaul of property tax assessment in the three municipal corporations located within Hyderabad’s Outer Ring Road (ORR).

Under the draft legislation, property tax would be calculated based on a property’s capital value—linked to the government’s market value for registrations—instead of the existing Annual Rental Value (ARV) system. This shift is expected to substantially increase the tax liability for many urban property owners, with some estimates suggesting the tax could nearly double.

The draft provides for a phased implementation of the revised tax structure for existing properties, while newly constructed buildings would be assessed under the new capital value system immediately. The proposals remain subject to public consultation and final government approval.

The government says the proposed legislation is intended to modernise urban governance and replace the decades-old civic law with a framework better suited to the Hyderabad metropolitan region’s present-day population and infrastructure needs.
