English: Revanth Reddy Announces Special Assembly Debate on Kaleshwaram Project

కాళేశ్వరం ప్రాజెక్టు పునరుద్ధరణపై నిపుణుల సూచనలు వచ్చిన తర్వాతే ముందుకు వెళ్తామని, అవసరమైతే ప్రత్యేక శాసనసభ సమావేశాలు నిర్వహించి సమగ్ర చర్చకు ప్రభుత్వం సిద్ధమని ముఖ్యమంత్రి రేవంత్ రెడ్డి ప్రకటించారు.

హైదరాబాద్: కాళేశ్వరం ప్రాజెక్టు భవిష్యత్తుపై ప్రభుత్వం సమగ్ర చర్చకు సిద్ధంగా ఉందని ముఖ్యమంత్రి రేవంత్ రెడ్డి తెలిపారు. ప్రతిపక్ష నాయకుడు కోరిన రోజునే ప్రత్యేక శాసనసభ సమావేశాలు నిర్వహించేందుకు ప్రభుత్వం సిద్ధంగా ఉందని, అవసరమైతే శాసనసభ–మండలి సంయుక్త సమావేశం కూడా నిర్వహిస్తామని చెప్పారు. నిపుణులు, మేధావులు ప్రాజెక్టు పునరుద్ధరణకు ఆమోదయోగ్యమైన పరిష్కారం సూచిస్తే, వారి ఆధ్వర్యంలోనే మరమ్మతు పనులు చేపట్టేందుకు ప్రభుత్వం సిద్ధంగా ఉందని స్పష్టం చేశారు.

మహాత్మా జ్యోతిబా ఫూలే ప్రజాభవన్‌లో నీటిపారుదల శాఖ నిర్వహించిన “కూలిన కాళేశ్వరం – వైఫల్యాల నుంచి పునర్నిర్మాణం వైపు” అవగాహన కార్యక్రమంలో మంత్రులు, ప్రజాప్రతినిధులు, అధికారులు పాల్గొన్నారు. ఈ సందర్భంగా కాళేశ్వరం ప్రాజెక్టు నిర్మాణం, లోపాలు, పునరుద్ధరణ అవకాశాలపై రాష్ట్ర, కేంద్ర సంస్థలు మరియు నేషనల్ డ్యామ్ సేఫ్టీ అథారిటీ (ఎన్‌డీఎస్‌ఏ) నివేదికల ఆధారంగా ప్రజెంటేషన్ నిర్వహించారు.

నిపుణుల తుది సూచనలు లేకుండా బ్యారేజీలో నీటిని నిల్వ చేయడం ప్రమాదకరమని ముఖ్యమంత్రి హెచ్చరించారు. భూగర్భ పరిస్థితులు, నిర్మాణ భద్రత, సాంకేతిక అంశాలపై పూర్తి అధ్యయనం అనంతరమే తదుపరి నిర్ణయాలు తీసుకుంటామని తెలిపారు. రూ. లక్ష కోట్లకు పైగా వ్యయంతో నిర్మించిన ప్రాజెక్టును సురక్షితంగా నిలబెట్టుకోవడమే ప్రభుత్వ లక్ష్యమని పేర్కొన్నారు.

ప్రాణహిత–చేవెళ్ల ప్రాజెక్టు రూపకల్పన నుంచి కాళేశ్వరం ప్రాజెక్టుగా మారిన విధానం వరకు జరిగిన పరిణామాలను కూడా ముఖ్యమంత్రి వివరించారు. తుమ్మిడిహెట్టి ఆధారంగా గ్రావిటీ పద్ధతిలో రూపొందించిన ప్రాజెక్టు రీడిజైన్ అనంతరం పూర్తిగా మారిపోయిందని, వ్యయం భారీగా పెరిగినా ఆయకట్టు విస్తీర్ణం ఆశించిన స్థాయిలో పెరగలేదని వ్యాఖ్యానించారు.

మేడిగడ్డ, అన్నారం, సుందిళ్ల బ్యారేజీల నిర్మాణంలో భూగర్భ పరీక్షలు, నాణ్యత ప్రమాణాలు, నిర్వహణలో లోపాలు ఉన్నాయని పలు సాంకేతిక నివేదికలు పేర్కొన్నాయని తెలిపారు. 2020లోనే మేడిగడ్డ బ్యారేజీలో లోపాలపై హెచ్చరికలు వచ్చినప్పటికీ తగిన చర్యలు తీసుకోలేదని పేర్కొన్నారు.

కాళేశ్వరం ప్రాజెక్టు అంశాన్ని రాజకీయాలకు అతీతంగా పరిశీలించాలని, శాసనసభలో నిపుణులు, న్యాయ నిపుణుల సమక్షంలో సమగ్ర చర్చ జరిపి ప్రజల్లో ఉన్న సందేహాలను నివృత్తి చేయాలని ముఖ్యమంత్రి సూచించారు. తెలంగాణ ప్రజల ప్రయోజనాలను దృష్టిలో ఉంచుకొని శాస్త్రీయ ఆధారాలతోనే పునరుద్ధరణ చర్యలు చేపడతామని తెలిపారు.

రైతు రుణమాఫీ, రైతు భరోసా, సన్నవడ్లకు బోనస్, ఉచిత విద్యుత్, మహిళలకు ఆర్టీసీలో ఉచిత ప్రయాణం, ప్రభుత్వ ఉద్యోగాల భర్తీ, రేషన్ కార్డుల జారీ వంటి సంక్షేమ కార్యక్రమాలను ప్రభుత్వం కొనసాగిస్తోందని చెప్పారు. రాష్ట్రంలోని ప్రతి కుటుంబానికి రూ.5 లక్షల జీవిత బీమా సౌకర్యాన్ని అందించనున్నట్లు కూడా ప్రకటించారు.

Lead: Telangana Chief Minister Revanth Reddy announced that the government is ready to convene a special Assembly session on the Kaleshwaram Project and will move ahead with its restoration only after expert recommendations.

Hyderabad: Chief Minister Revanth Reddy said the Telangana government is prepared for a comprehensive discussion on the future of the Kaleshwaram Project. He stated that the government is ready to convene a special Assembly session on a date suggested by the Leader of the Opposition and is also open to a joint sitting of the Assembly and Legislative Council. If experts provide an acceptable restoration plan, the government is willing to entrust the repair works under their supervision.

The Chief Minister was speaking at an awareness programme titled “Collapsed Kaleshwaram – From Failure to Reconstruction,” organised by the Irrigation Department at Mahatma Jyotiba Phule Praja Bhavan. Ministers, public representatives and senior officials attended the event, where presentations were made based on reports submitted by the National Dam Safety Authority (NDSA) and various state and central government agencies.

He cautioned that filling the barrage without expert clearance could pose serious safety risks. Decisions on the restoration process would be taken only after detailed studies of foundation conditions, structural stability and engineering aspects. The government’s objective, he said, is to preserve the project built at a cost of over ₹1 lakh crore.

The Chief Minister also explained the transition from the original Pranahita–Chevella Project to the redesigned Kaleshwaram Lift Irrigation Project. He said the original gravity-based irrigation concept was altered after redesign, leading to a substantial increase in project cost without a proportionate expansion in irrigation potential.

Referring to Medigadda, Annaram and Sundilla barrages, he said several technical reports had highlighted deficiencies in geological investigations, construction quality and maintenance. He added that warnings regarding structural issues at Medigadda had been raised as early as 2020 but were not adequately addressed.

Revanth Reddy called for a non-political discussion on the issue and suggested that technical experts and legal authorities participate in the Assembly debate. He reiterated that all future decisions regarding the project would be based on scientific evidence and expert advice in the interest of the people of Telangana.

The Chief Minister also highlighted welfare initiatives such as the farm loan waiver, Rythu Bharosa, bonus for fine paddy, free electricity, free RTC travel for women, government recruitment and ration card distribution. He further announced that every family in Telangana would be provided with life insurance coverage of ₹5 lakh.
