Telangana CM Revanth Reddy Announces SET Probe Into Alleged Dharani Land Irregularities
ధరణి పోర్టల్ను అడ్డం పెట్టుకుని జరిగినట్లు ఆరోపణలు ఎదుర్కొంటున్న భూ అక్రమాలపై ప్రత్యేక విచారణ బృందం (SET) ఏర్పాటు చేస్తామని ముఖ్యమంత్రి రేవంత్ రెడ్డి శాసనసభలో ప్రకటించారు. సెక్షన్ 22ఏ నిషేధిత భూములపై జరిగిన చర్చలో భూ సమస్యల చరిత్ర, ప్రస్తుత వివాదాలు, పరిష్కారానికి ప్రభుత్వం తీసుకుంటున్న చర్యలను ఆయన వివరించారు.
సెప్టెంబర్ 16న శాసనసభలో 22ఏ నిషేధిత భూముల అంశంపై జరిగిన స్వల్పకాలిక చర్చకు సీఎం రేవంత్ రెడ్డి సుదీర్ఘ వివరణ ఇచ్చారు. భూ సమస్యలకు మూలాలు నిజాం కాలం నాటి రికార్డుల నుంచి ఉమ్మడి ఆంధ్రప్రదేశ్, తెలంగాణ ఏర్పాటుకు ముందు, అనంతర పరిణామాల వరకు ఉన్నాయని ఆయన పేర్కొన్నారు.
ధరణి పోర్టల్ ద్వారా భూ రికార్డుల నిర్వహణలో జరిగినట్లు తాను పేర్కొన్న అవకతవకలపై ప్రత్యేక విచారణ బృందంతో దర్యాప్తు జరిపిస్తామని సీఎం ప్రకటించారు. ధరణికి సంబంధించిన వ్యవహారాలపై చేసిన ఆరోపణలను ప్రస్తుతం ప్రభుత్వం చేస్తున్న విచారణలో పరిశీలించనున్నారు.
ప్రైవేటు భూములకు సంబంధించి సుమారు 3,73,930 ఎకరాల వివాదం ఉందని సీఎం సభలో తెలిపారు. అయితే 22ఏ నిషేధిత జాబితాలో ఉన్న మొత్తం భూమిలో ప్రభుత్వ, అటవీ, అసైన్డ్, దేవాదాయ, వక్ఫ్ తదితర భూములు కూడా ఉన్నాయని ప్రభుత్వం పేర్కొంటోంది. ఆ భూములను రక్షించాల్సిన అవసరం ఉందని సీఎం స్పష్టం చేశారు.
సెక్షన్ 22ఏను తమ ప్రభుత్వం కొత్తగా తీసుకురాలేదని సీఎం తెలిపారు. ఉమ్మడి ఆంధ్రప్రదేశ్ కాలంలో 1999లో ఈ నిబంధన అమల్లోకి వచ్చిందని, భూదాన్, వక్ఫ్, దేవాదాయ, ప్రభుత్వ భూములను రక్షించడం దాని ఉద్దేశమని వివరించారు.
నిషేధిత జాబితాలో భూమిని చేర్చే ప్రక్రియలో ఇకపై సంబంధిత కలెక్టర్కు కీలక బాధ్యత అప్పగిస్తామని సీఎం ప్రకటించారు. భూ యజమాని అభ్యంతరాలు, అందుబాటులో ఉన్న రికార్డులు, విచారణ ఆధారంగా నిర్ణయం తీసుకునే విధానం ఉంటుందని తెలిపారు. నిర్ణయంపై అభ్యంతరం ఉంటే అప్పీల్, రివిజన్కు అవకాశాలు కల్పిస్తామని చెప్పారు.
భూ సమస్యల పరిష్కారం కోసం ఉన్నతస్థాయి అధికారుల కమిటీని ఏర్పాటు చేయనున్నట్లు కూడా ప్రభుత్వం ప్రకటించింది. పట్టణ భూముల క్రమబద్ధీకరణ, లేఅవుట్లు, రిజిస్ట్రేషన్ తదితర అంశాలపై కొత్త మార్గదర్శకాలు తీసుకురానున్నట్లు సీఎం తెలిపారు.
ధరణి వ్యవహారాలపై సీఎం చేసిన ఆరోపణలను ప్రతిపక్ష నేతలు ఖండించారు. మాజీ మంత్రి టి. హరీశ్ రావు ధరణి, భూ లావాదేవీలపై సుప్రీంకోర్టు సిట్టింగ్ న్యాయమూర్తితో విచారణ జరిపించాలని డిమాండ్ చేసినట్లు ది న్యూ ఇండియన్ ఎక్స్ప్రెస్ నివేదించింది. దీంతో 22ఏ భూముల అంశం శాసనసభలో రాజకీయంగా కూడా కొనసాగుతోంది.

Telangana Chief Minister A. Revanth Reddy announced in the Legislative Assembly that a Special Enquiry Team (SET) would be constituted to investigate alleged land irregularities carried out using the Dharani portal. He made the announcement during a discussion on Section 22-A prohibited lands and outlined the government’s proposed measures to address long-standing land disputes.
During the discussion in the Assembly on September 16, Revanth Reddy traced the state’s land-related problems to historical land records and successive changes in land laws, covering the period from the Nizam era through united Andhra Pradesh and the formation of Telangana.
The Chief Minister said alleged irregularities associated with the Dharani portal would be referred for investigation by the special team. The allegations concerning land records and transactions under the earlier system are expected to be examined as part of the proposed probe.
Revanth Reddy told the House that disputes involving approximately 3,73,930 acres of private land remained. The government has also clarified that the broader Section 22-A prohibited list includes government, forest, assigned, endowment and Wakf lands, among other categories that are subject to legal restrictions.
The Chief Minister said Section 22-A was not introduced by the present government. According to his statement, the provision was introduced in 1999 during the united Andhra Pradesh period, with the objective of protecting categories such as Bhoodan, Wakf, endowment and government lands.
The government has proposed a revised procedure for adding land to the prohibited list. The Chief Minister said the concerned Collector would have a key role and that objections, available records and an inquiry would be considered before a decision is taken. Appeal and revision mechanisms have also been proposed.
A high-level committee has also been proposed to address land-ownership issues arising from the 22-A list. The government has indicated that new policies and guidelines will be introduced for urban land regularisation, authorised layouts and related registration issues.
The Opposition has disputed several of the Chief Minister’s allegations. Former minister T. Harish Rao called for an inquiry by a sitting Supreme Court judge into Dharani and Bhu Bharathi transactions, according to The New Indian Express. The Section 22-A issue therefore continues to be a subject of both administrative and political debate
