Telangana CM Revanth Reddy Announces 22A Land Resolution Measures
హైదరాబాద్: రాష్ట్రంలో 22ఏ కింద నిషేధిత జాబితాలో ఉన్న నిరుపేదలకు సంబంధించిన ఆస్తుల సమస్యలకు 30 రోజుల్లోగా న్యాయం జరిగేలా ప్రభుత్వం నిర్ణయం తీసుకుంటుందని ముఖ్యమంత్రి రేవంత్ రెడ్డి శాసనసభ వేదికగా ప్రకటించారు. 22ఏ నిషేధిత జాబితా వివాదాల పరిష్కారానికి సీసీఎల్ఏ ప్రత్యేక కార్యదర్శి, న్యాయశాఖ కార్యదర్శి, స్టాంప్స్ అండ్ రిజిస్ట్రేషన్స్ ఉన్నతాధికారితో కూడిన హైపవర్ ఆఫీసర్స్ కమిటీని ఏర్పాటు చేయనున్నట్లు తెలిపారు.
22ఏ నిషేధిత జాబితాపై శాసనసభలో జరిగిన స్వల్పకాలిక చర్చకు ముఖ్యమంత్రి సుదీర్ఘ వివరణ ఇచ్చారు. నిజాం కాలం నుంచి ఉమ్మడి ఆంధ్రప్రదేశ్, అనంతరం తెలంగాణ రాష్ట్రం ఏర్పడినప్పటి వరకు భూములకు సంబంధించిన చట్టాలు, వాటి చారిత్రక పరిణామ క్రమాన్ని సభలో వివరించారు.
న్యాయమైన, చట్టబద్ధమైన అంశాల్లో నిరుపేదలకు అన్యాయం జరగకుండా అవసరమైన అన్ని చర్యలు ప్రభుత్వం తీసుకుంటుందని ముఖ్యమంత్రి హామీ ఇచ్చారు. ప్రభుత్వం గుర్తించిన 12 ప్రధాన అంశాలపై త్వరలో నిర్ణయాలు తీసుకుంటామని వెల్లడించారు.
యూఎల్సీ భూములు: పాక్షికంగా క్రమబద్ధీకరించిన, క్రమబద్ధీకరించని కాలనీల్లోని యూఎల్సీ మిగులు భూముల క్రమబద్ధీకరణకు కొత్త విధానాన్ని తీసుకురానున్నట్లు తెలిపారు. ఈ విధానం పాత పెండింగ్ దరఖాస్తులతో పాటు కొత్త దరఖాస్తులకు కూడా వర్తిస్తుంది. భూముల రిజిస్ట్రేషన్, క్రమబద్ధీకరణ ప్రక్రియలను సమాంతరంగా చేపడతామని చెప్పారు.
ఆమోదిత లేఅవుట్లలోని ప్రభుత్వ భూములు: హెచ్ఎండీఏ, జీహెచ్ఎంసీ, డీటీసీపీ పరిధిలోని కాంపిటెంట్ అథారిటీ ఆమోదించిన లేఅవుట్లలో పెండింగ్ రిజిస్ట్రేషన్ దరఖాస్తులను పరిశీలించేందుకు వారం రోజుల్లో సమగ్ర వ్యవస్థను ఏర్పాటు చేస్తామని తెలిపారు. ఇలాంటి ఆస్తుల క్రమబద్ధీకరణను వేగంగా పూర్తి చేసేందుకు కొత్త పథకాన్ని ప్రవేశపెడతామని చెప్పారు.
సింగరేణి కోల్బెల్ట్: సింగరేణి బొగ్గు గని ప్రాంతాల సమస్యల పరిష్కారానికి జిల్లా స్థాయి ఉన్నతాధికారుల కమిటీని ఏర్పాటు చేస్తామని ముఖ్యమంత్రి తెలిపారు. పెండింగ్లో ఉన్న దరఖాస్తులను అర్హత ప్రమాణాల మేరకు కమిటీ పరిశీలించి పరిష్కరిస్తుందని చెప్పారు.
జీవో నంబర్ 59: కన్వెయన్స్ డీడ్స్ జారీ చేసిన 1,22,280 దరఖాస్తులను నిర్దేశిత అర్హతల ఆధారంగా తుది పరిశీలన చేసి పరిష్కరించేందుకు కమిటీని ఏర్పాటు చేస్తామని తెలిపారు. మరో 18,590 పెండింగ్ దరఖాస్తులను కొత్త క్రమబద్ధీకరణ విధానం కింద పరిష్కరిస్తామని చెప్పారు.
జీవో నంబర్ 118: ఎల్బీ నగర్ నియోజకవర్గానికి సంబంధించిన పెండింగ్ దరఖాస్తులను నిర్ణీత గడువులోగా పరిష్కరిస్తామని ముఖ్యమంత్రి తెలిపారు. పరిష్కరించిన అన్ని కేసులను వెంటనే 22ఏ నిషేధిత జాబితా నుంచి తొలగిస్తామని వెల్లడించారు.
అసైన్డ్ భూముల్లో నిర్మించిన గృహాలు: అసైన్డ్ భూములు తెలంగాణ అసైన్డ్ భూముల బదిలీ నిషేధ చట్టం, 1977 పరిధిలోకి వస్తున్నందున ఈ అంశంపై సమగ్ర న్యాయ సమీక్ష, విస్తృత స్థాయి సంప్రదింపులు జరిపి నిర్ణయం తీసుకుంటామని తెలిపారు.
ఇందిరమ్మ ఇళ్లు – ప్రభుత్వ స్థలాలు: ప్రభుత్వం కేటాయించిన స్థలంలో ప్రభుత్వ ఖర్చుతో నిర్మించిన ఇందిరమ్మ ఇళ్ల అంశం అత్యంత నిరుపేదల ఆస్తులకు సంబంధించినదని, దీనిపై విస్తృత స్థాయి సంప్రదింపులు జరుపుతామని ముఖ్యమంత్రి తెలిపారు.
ఇందిరమ్మ ఇళ్లు – సొంత స్థలాలు: లబ్ధిదారుల సొంత స్థలాల్లో ప్రభుత్వ ఖర్చుతో నిర్మించిన ఇళ్లకు ఐదేళ్ల లాక్-ఇన్ పీరియడ్ ముగిసిన తర్వాత క్రయవిక్రయాలకు అనుమతి మంజూరు చేస్తామని తెలిపారు.
ప్రైవేటు పట్టా భూములు: నాలా రుసుములు చెల్లించని ప్రైవేటు పట్టా భూముల విషయంలో నాలా ఛార్జీలు, స్టాంపు డ్యూటీ, రిజిస్ట్రేషన్ రుసుములను చెల్లించిన తర్వాత క్రయవిక్రయాలకు అనుమతిస్తామని చెప్పారు.
ప్రభుత్వ భూముల ఆక్రమణలు, అనధికార లేఅవుట్లు: ప్రభుత్వ భూముల్లోని ఆక్రమణలు, అనధికార లేఅవుట్లు, కాలనీలను కొత్త క్రమబద్ధీకరణ పథకం పరిధిలోకి తీసుకురానున్నట్లు ముఖ్యమంత్రి తెలిపారు.
సికింద్రాబాద్ లీజ్హోల్డ్ ఆస్తులు: సికింద్రాబాద్ పరిధిలోని లీజ్హోల్డ్ ఆస్తుల ఫ్రీహోల్డ్ క్రమబద్ధీకరణకు సంబంధించిన కేసులను 30 రోజుల నిర్దిష్ట వ్యవధిలో పరిష్కరించేందుకు అధికారులతో కూడిన కమిటీని ఏర్పాటు చేస్తామని తెలిపారు.
స్వాతంత్య్ర సమరయోధులు, మాజీ సైనికులు, భూదాన్ భూములు: స్వాతంత్య్ర సమరయోధులు, మాజీ సైనికుల అసైన్మెంట్ భూములు, భూదాన్ భూములను నిరుపేదలు, బలహీన వర్గాల గృహ నిర్మాణ అవసరాల కోసం భూమి, ఆర్థిక వనరులను సమీకరించే ఉద్దేశంతో సమగ్ర ల్యాండ్ పూలింగ్ విధానం పరిధిలోకి తీసుకురానున్నట్లు ముఖ్యమంత్రి తెలిపారు.
ఈ విధానం ద్వారా సమీకరించే నిధులను ఎస్సీ, ఎస్టీ, మైనారిటీ వర్గాల్లోని నిరుపేద లబ్ధిదారులకు బలహీన వర్గాల గృహ నిర్మాణ పథకాల కోసం వినియోగిస్తామని ముఖ్యమంత్రి వెల్లడించారు.
Hyderabad: Telangana Chief Minister A Revanth Reddy announced in the Legislative Assembly that the government would take a decision within 30 days to ensure justice for poor people whose properties have been included in the Section 22A prohibited list. He said a high-powered officers’ committee comprising the Special Secretary of the Chief Commissioner of Land Administration, Secretary of the Law Department and a senior official from Stamps and Registrations would be constituted to resolve 22A prohibited-list disputes.
The Chief Minister gave a detailed explanation during the short-duration discussion on the Section 22A prohibited list in the Assembly. He explained the historical evolution of land-related laws from the Nizam era through the erstwhile Andhra Pradesh and subsequently after the formation of Telangana.
Revanth Reddy assured the Assembly that the government would take all necessary measures to ensure that poor people are not subjected to injustice in genuine and legally valid cases. He said the government had identified 12 major categories and would soon take decisions on them.
ULC Lands: The government will introduce a new policy for surplus Urban Land Ceiling lands in partially regularised and unregularised colonies. The scheme will cover both old pending applications and new applications. Land registration and regularisation processes will be taken up simultaneously.
Government Lands in Approved Layouts: A comprehensive system will be established within a week to examine pending registration applications in layouts approved by the competent authorities under HMDA, GHMC and DTCP. The government will also introduce a new scheme to speed up regularisation of such properties.
Singareni Coal Belt: A district-level senior officers’ committee will be constituted to address issues relating to the Singareni coal belt. The committee will examine all pending applications and resolve them according to the prescribed eligibility criteria.
GO No. 59: The government will constitute a committee to conduct a final examination of 1,22,280 applications for which conveyance deeds have been issued, based on the prescribed eligibility criteria. Another 18,590 pending applications will be addressed under the new regularisation policy.
GO No. 118: Pending applications relating to the LB Nagar Assembly constituency will be resolved within the prescribed timeframe. All cases that are resolved will immediately be removed from the Section 22A prohibited list.
Houses Constructed on Assigned Lands: Since assigned lands fall under the Telangana Assigned Lands (Prohibition of Transfers) Act, 1977, the government will conduct a comprehensive legal review and hold extensive consultations before taking a decision on houses constructed on such lands.
Indiramma Houses on Government-Allotted Sites: As this issue concerns properties belonging to extremely poor sections, the government will hold extensive consultations before taking a decision.
Indiramma Houses on Beneficiaries’ Own Sites: The government will permit sale transactions after completion of the five-year lock-in period for houses constructed with government funds on beneficiaries’ own plots.
Private Patta Lands with Unpaid NALA Charges: Transactions will be permitted after payment of NALA charges, stamp duty and registration fees.
Encroachments and Unauthorised Layouts: Encroachments on government lands, unauthorised layouts and colonies will be brought under a new regularisation scheme.
Leasehold Properties in Secunderabad: A committee comprising officials will be constituted to resolve cases relating to freehold regularisation of leasehold properties in Secunderabad within a specified period of 30 days.
Freedom Fighters, Ex-Servicemen and Bhoodan Lands: Assigned lands belonging to freedom fighters and ex-servicemen, along with Bhoodan lands, will be brought under a comprehensive land-pooling mechanism with the objective of mobilising land and financial resources for housing needs of poor and vulnerable sections.
The government said funds mobilised through this mechanism would be utilised for housing schemes for poor beneficiaries belonging to SC, ST and minority communities.
