తెలంగాణ హైకోర్టు ఆధ్వర్యంలో జువెనైల్ జస్టిస్పై రాష్ట్రస్థాయి సంప్రదింపుల సమావేశం
తెలంగాణ హైకోర్టు జువెనైల్ జస్టిస్ కమిటీ, జ్యుడీషియల్ అకాడమీ ఆధ్వర్యంలో జరిగిన రాష్ట్రస్థాయి సంప్రదింపుల సమావేశంలో బాలల సంరక్షణ, భద్రత, పునరావాసం, బాలలపై నేరాల నివారణకు సమన్వయంతో పనిచేయాల్సిన అవసరంపై చర్చించారు.
“జువెనైల్ జస్టిస్ (కేర్ అండ్ ప్రొటెక్షన్ ఆఫ్ చిల్డ్రన్) యాక్ట్, 2015 – అమలుకు దశాబ్దం, ముందడుగు – 2026” అంశంపై నిర్వహించిన ఈ సమావేశానికి బాలల సంక్షేమం, రక్షణకు సంబంధించిన వివిధ శాఖల ప్రతినిధులు హాజరయ్యారు.
తెలంగాణ హైకోర్టు ప్రధాన న్యాయమూర్తి జస్టిస్ అపరేష్ కుమార్ సింగ్ మాట్లాడుతూ.. సంరక్షణ, రక్షణ అవసరమైన ప్రతి చిన్నారి పట్ల సానుభూతితో వ్యవహరించడంతో పాటు అన్ని భాగస్వామ్య సంస్థల మధ్య మరింత బలమైన సమన్వయం అవసరమని అన్నారు. బాలల అక్రమ రవాణాను అరికట్టడం, సంస్కరణాత్మక షెల్టర్ హోమ్లను బలోపేతం చేయడంపై దృష్టి పెట్టాలని సూచించారు.
ప్రత్యేక జువెనైల్ పోలీస్ యూనిట్లు (SJPU), చైల్డ్ వెల్ఫేర్ పోలీస్ ఆఫీసర్ల ద్వారా బాలల అనుకూల పోలీసింగ్ను మరింత బలోపేతం చేయాల్సిన అంశంపై సమావేశంలో ప్రసంగించారు. బాలల భద్రతను ప్రభావితం చేస్తున్న కొత్త సామాజిక, సాంకేతిక సవాళ్లను ప్రస్తావిస్తూ.. బాల నేరస్తుల ప్రమేయం పెరుగుతున్న తీరు సమాజంలో చోటుచేసుకుంటున్న లోతైన మార్పులను ప్రతిబింబిస్తోందని వివరించారు.
ఆపరేషన్ ముస్కాన్, భరోసా కేంద్రాల సేవలు, తెలంగాణ పోలీస్ రూపొందిస్తున్న ముసాయిదా కార్యాచరణ ప్రణాళిక గురించి సమావేశంలో వివరించారు. బాలల రక్షణ వ్యవస్థలోని అన్ని విభాగాలు ఒకే సమన్వయ వ్యవస్థగా పనిచేయాల్సిన అవసరాన్ని వివరించారు. సమావేశంలో జరిగిన చర్చలను స్పష్టమైన కార్యాచరణ ప్రణాళికగా రూపొందించి, వచ్చే నెల న్యూఢిల్లీలో జరగనున్న జాతీయస్థాయి సంప్రదింపుల సమావేశంలో సమర్పించాల్సిన అవసరాన్ని కూడా ప్రస్తావించారు.
జువెనైల్ జస్టిస్ కమిటీ చైర్పర్సన్ జస్టిస్ మౌషుమి భట్టాచార్య మాట్లాడుతూ.. బాలలకు సమగ్రంగా, సకాలంలో సహాయం అందించడం, బాలల అనుకూల విధానాలను అమలు చేయడం కీలకమని అన్నారు.
యునిసెఫ్ చైల్డ్ ప్రొటెక్షన్ స్పెషలిస్ట్ సోనీకుట్టి జార్జ్ మాట్లాడుతూ.. బాలల ప్రమాద పరిస్థితులను అంచనా వేయడానికి డేటా ఆధారిత వ్యవస్థ అవసరమని, వివిధ ప్రభుత్వ సంస్థల మధ్య సమన్వయాన్ని మరింత మెరుగుపరచాలని సూచించారు.
నాలుగు సెషన్లుగా సాగిన ఈ సంప్రదింపుల సమావేశం బాలల న్యాయ వ్యవస్థ ఎదుర్కొంటున్న సవాళ్లపై సమగ్ర చర్చకు వేదికగా నిలిచింది. బాలల పునరావాసం, సమాజంలో తిరిగి కలిసేలా చేయడం, సంస్థల మధ్య సమన్వయం, బాలల హక్కులు, భద్రత, సంక్షేమాన్ని కాగితాలపై ఉన్న నిబంధనలకే పరిమితం చేయకుండా ఆచరణలోకి తీసుకురావాల్సిన అవసరాన్ని సమావేశం ప్రధానంగా నొక్కిచెప్పింది.
Telangana State-Level Consultation on Juvenile Justice Held
A state-level consultation on juvenile justice brought together key stakeholders to discuss child protection, rehabilitation, reintegration and the need for stronger coordination across departments.
The Juvenile Justice Committee of the Telangana High Court and the Judicial Academy organised the Annual State-Level Stakeholders Consultation Meet on “Juvenile Justice (Care and Protection of Children) Act, 2015 – A Decade of Implementation and the Way Forward, 2026.” Representatives of departments and agencies associated with child welfare and protection participated in the consultation.
Chief Justice of the Telangana High Court, Justice Aparesh Kumar Singh, called for stronger coordination among all stakeholders and greater empathy towards every child in need of care and protection. He also emphasised the prevention of trafficking and the need for reformative shelter homes.
The consultation also focused on strengthening child-friendly policing through Special Juvenile Police Units (SJPUs) and Child Welfare Police Officers. The discussions covered emerging social and technological challenges affecting children’s safety and the increasing involvement of juveniles in crime, which was described as reflecting deeper shifts within society.
The participants were briefed on the services provided through Operation Muskaan and Bharosa Centres, along with the Telangana Police’s draft action plan. The importance of working as a unified system was highlighted. It was also proposed that the outcomes of the consultation be converted into a concrete roadmap and presented at the national consultation scheduled to be held in New Delhi next month.
Justice Moushumi Bhattacharya, Chairperson of the Juvenile Justice Committee, underlined the importance of holistic and timely support for children and the need for child-friendly procedures.
Sonykutty George, Child Protection Specialist at UNICEF, stressed the importance of developing a data-driven system to assess vulnerabilities and strengthening convergence among agencies working for child welfare and protection.
The four sessions and the overall consultation provided a platform to examine challenges confronting the juvenile justice system. The discussions emphasised stronger coordination, rehabilitation, reintegration and the need to move from measures on paper to practices that genuinely uphold children’s rights, safety and welfare through a child-centric justice system.
