హైదరాబాద్: దేశ భవిష్యత్తు యువత చేతుల్లోనే ఉందని పేర్కొంటూ, జెన్ జీ (Gen Z) ఆశయాలకు అనుగుణంగా శాసనసభ, లోక్సభ ఎన్నికల్లో పోటీ చేసే కనీస వయో పరిమితిని ప్రస్తుతం ఉన్న 25 ఏళ్ల నుంచి 21 ఏళ్లకు తగ్గించాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి డిమాండ్ చేశారు. ఇందుకు అవసరమైన చట్ట సవరణను పార్లమెంట్లో చేపట్టాలని కేంద్ర ప్రభుత్వాన్ని కోరారు.
ఆగస్టు మొదటి వారంలో రాష్ట్ర శాసనసభ, శాసనమండలి ప్రత్యేక సమావేశాలు నిర్వహించి, వయోపరిమితి తగ్గింపుపై తీర్మానం ఆమోదించి కేంద్రానికి పంపనున్నట్లు ప్రకటించారు.
నీట్ వంటి పరీక్షల్లో లోపాలు, ప్రశ్నాపత్రాల లీకేజీలు, వాటి ప్రభావంతో విద్యార్థుల్లో ఏర్పడుతున్న ఆందోళనలు, ఆత్మహత్యల నేపథ్యంలో “యువతే దేశం – దేశమే యువత” పేరుతో నిర్వహించిన జెన్ జీ మద్దతు కొవ్వొత్తుల ర్యాలీలో ఆయన పాల్గొన్నారు. ఈ ర్యాలీ పీవీ మార్గ్లోని పీపుల్స్ ప్లాజా నుంచి ఇందిరాగాంధీ విగ్రహం వరకు సాగింది.
ఈ సందర్భంగా మాట్లాడుతూ, 21 ఏళ్ల వయస్సులో ఐఏఎస్, ఐపీఎస్, ఐఎఫ్ఎస్ వంటి అత్యున్నత సేవల్లో చేరే అవకాశం ఉన్నప్పుడు, అదే వయస్సులో ఎమ్మెల్యే లేదా ఎంపీగా పోటీ చేసే అవకాశం ఎందుకు ఉండకూడదని ప్రశ్నించారు.
అలాగే, శాసనసభ, లోక్సభకు పోటీ చేసే కనీస వయస్సును 21 ఏళ్లకు, రాజ్యసభకు పోటీ చేసే వయస్సును 25 ఏళ్లుగా నిర్ణయించేలా చట్ట సవరణ చేయాలని సూచించారు. యువత గొంతు చట్టసభల్లో వినిపించేలా పార్లమెంట్లో బిల్లు ఆమోదానికి కృషి చేస్తామని తెలిపారు.
మాజీ ప్రధాని రాజీవ్ గాంధీ 61వ రాజ్యాంగ సవరణ ద్వారా ఓటు హక్కు వయస్సును 21 నుంచి 18 ఏళ్లకు తగ్గించారని గుర్తుచేశారు. అలాగే మాజీ ప్రధాని పీవీ నరసింహారావు హయాంలో స్థానిక సంస్థల ఎన్నికల్లో పోటీ చేసే కనీస వయస్సును 21 ఏళ్లకు తగ్గించిన విషయాన్ని ప్రస్తావించారు.
జర్మనీ, బ్రిటన్ వంటి దేశాల్లో 18 ఏళ్ల వయస్సులోనే చట్టసభలకు పోటీ చేసే అవకాశం ఉందని, సింగపూర్లో 21 ఏళ్లకే ప్రధానమంత్రి అయ్యే అవకాశం ఉన్నప్పుడు భారత్లో కూడా యువతకు అలాంటి అవకాశాలు కల్పించాలని అభిప్రాయపడ్డారు.
దేశ జనాభాలో దాదాపు 30 శాతం జెన్ జీ యువత ఉన్నప్పటికీ, చట్టసభల్లో వారి ప్రాతినిధ్యం ఒక శాతం కూడా లేకపోవడం ఆందోళనకరమని పేర్కొన్నారు. దేశ నిర్మాణంలో యువతకు కీలక పాత్ర కల్పించాల్సిన బాధ్యత ప్రభుత్వాలపై ఉందన్నారు.
Minimum Age for Contesting Assembly, Lok Sabha Polls Should Be Reduced to 21: Revanth Reddy
Hyderabad: Chief Minister Revanth Reddy has urged the Centre to amend the law and reduce the minimum age for contesting Assembly and Lok Sabha elections from 25 to 21 years, stating that greater representation of Gen Z is essential for the country’s future.
He announced that the Telangana Legislative Assembly and Legislative Council would hold a special session in the first week of August to pass a resolution requesting the Centre to introduce the required amendment in Parliament.
The Chief Minister made these remarks while participating in a candlelight rally titled “Youth is the Nation – Nation is the Youth”, organised in support of Gen Z. The rally was held from People’s Plaza on PV Marg to the Indira Gandhi statue, amid concerns over alleged irregularities, paper leaks in examinations such as NEET, and the resulting distress among students.
Addressing the gathering, Revanth Reddy questioned why 21-year-olds, who are eligible to become IAS, IPS, and IFS officers, should not be allowed to contest Assembly and Lok Sabha elections.
He proposed reducing the minimum age for Assembly and Lok Sabha elections to 21 years while retaining 25 years for Rajya Sabha elections. He said efforts would be made to secure parliamentary approval for the proposed amendment.
The Chief Minister recalled that former Prime Minister Rajiv Gandhi reduced the voting age from 21 to 18 through the 61st Constitutional Amendment. He also referred to former Prime Minister P. V. Narasimha Rao’s reforms that reduced the minimum age for contesting local body elections to 21 years.
Citing examples from Germany, the United Kingdom, and Singapore, he argued that several countries allow young people to contest elections or hold high public office at a younger age, and India should consider similar reforms.
He expressed concern that although Gen Z constitutes nearly 30 percent of India’s population, its representation in legislatures remains below one percent, stressing that governments must create greater opportunities for youth participation in policymaking.
