కాళేశ్వరం ప్రాజెక్టు పునరుద్ధరణ ఎన్డీఎస్ఏ సిఫారసులు, కేంద్ర నిపుణుల కమిటీ మార్గదర్శకాల ప్రకారమే జరుగుతుందని ముఖ్యమంత్రి రేవంత్ రెడ్డి తెలిపారు. Barrage restoration will be taken up only as per NDSA recommendations and the Technical Oversight Committee constituted by the Union Jal Shakti Ministry, Chief Minister Revanth Reddy said.
కాళేశ్వరం ప్రాజెక్టు పునరుద్ధరణలో నేషనల్ డ్యామ్ సేఫ్టీ అథారిటీ (ఎన్డీఎస్ఏ) సిఫారసులు, కేంద్ర జలశక్తి మంత్రిత్వ శాఖ నియమించిన టెక్నికల్ ఓవర్సైట్ కమిటీ సూచనలను పూర్తిగా అనుసరిస్తామని ముఖ్యమంత్రి రేవంత్ రెడ్డి స్పష్టం చేశారు. హైదరాబాద్లో నిర్వహించిన మీడియా సమావేశంలో ఉప ముఖ్యమంత్రి భట్టి విక్రమార్క, మంత్రులు ఉత్తమ్ కుమార్ రెడ్డి, పొన్నం ప్రభాకర్ తదితర ప్రజాప్రతినిధులతో కలిసి ఆయన మాట్లాడారు.
మేడిగడ్డ, అన్నారం, సుందిళ్ల బ్యారేజీల నిర్మాణం, డిజైన్, నిర్వహణ, ఆపరేషన్ అండ్ మెయింటెనెన్స్లో లోపాలు ఉన్నాయని ఎన్డీఎస్ఏ నివేదిక పేర్కొన్నందున, ప్రస్తుత పరిస్థితుల్లో గేట్లు మూసి నీటిని నిల్వ చేయడం ప్రమాదకరమని తెలిపారు. అందువల్ల గోదావరిలో నీరు ప్రవహిస్తున్నప్పటికీ ప్రాజెక్టు ద్వారా నీటిని ఎత్తిపోసే చర్యలు చేపట్టడం లేదని వివరించారు.
2026 జూన్ 30న కేంద్ర జలశక్తి మంత్రిత్వ శాఖ టెక్నికల్ ఓవర్సైట్ కమిటీని ఏర్పాటు చేసిందని, ఎన్డీఎస్ఏ సాంకేతిక సభ్యుడు చైర్మన్గా ఉండే ఈ కమిటీలో సెంట్రల్ వాటర్ కమిషన్, సీడబ్ల్యూఆర్పీఆర్ఎస్, తెలంగాణ ప్రభుత్వ ప్రతినిధులు సభ్యులుగా ఉన్నారని తెలిపారు. అవసరమైతే జాతీయ, అంతర్జాతీయ నిపుణుల అభిప్రాయాలను కూడా కమిటీ పరిగణనలోకి తీసుకుంటుందని చెప్పారు.
ఎన్డీఎస్ఏ తుది నివేదికలో మూడు బ్యారేజీల స్థిరీకరణ, పునరుద్ధరణకు సమగ్ర సాంకేతిక అంచనాలు అవసరమని సూచించిందని పేర్కొన్నారు. ప్రాజెక్టుకు సంబంధించిన అన్ని డిజైన్లు, మరమ్మతులు ఎన్డీఎస్ఏ లేదా సెంట్రల్ వాటర్ కమిషన్ ఆమోదంతోనే చేపట్టాలని నివేదిక స్పష్టం చేసిందని తెలిపారు.
మేడిగడ్డ 7వ బ్లాక్ వద్ద పిల్లర్లు సుమారు 1.2 మీటర్లు కుంగిపోవడం వల్ల మొత్తం బ్యారేజీపై ప్రభావం పడిందని, డిజైన్, నిర్మాణం, నిర్వహణ లోపాలే దీనికి కారణమని ఎన్డీఎస్ఏ తేల్చిందన్నారు. ఇలాంటి పరిస్థితుల్లో నీటిని నిల్వ చేయడం వల్ల నిర్మాణ భద్రతకు ముప్పు ఏర్పడే అవకాశం ఉందని వివరించారు.
కాళేశ్వరం లిఫ్ట్ ఇరిగేషన్ వ్యవస్థలో నీటిని ఎత్తిపోసేందుకు ముందుగా బ్యారేజీల్లో నిర్దిష్ట స్థాయిలో నీటిని నిల్వ చేయాల్సి ఉంటుందని, గేట్లు మూయకుండా అది సాధ్యం కాదని చెప్పారు. అయితే గేట్లు మూయడం ప్రస్తుతం సురక్షితం కాదని ఎన్డీఎస్ఏ హెచ్చరించినందున నీటిని ఎత్తిపోసే పరిస్థితి లేదని పేర్కొన్నారు.
ప్రాజెక్టు పునరుద్ధరణ విషయంలో ప్రభుత్వానికి ఎలాంటి దురుద్దేశం లేదని, ఈ నెలలో సాంకేతిక పరీక్షలు పూర్తయ్యాక ముంబయి ఐఐటీ, అంతర్జాతీయ నిపుణుల సూచనల మేరకు పునరుద్ధరణ పనులు ప్రారంభిస్తామని తెలిపారు. ఎన్డీఎస్ఏతో పూర్తి సమన్వయంతో, నిపుణుల పర్యవేక్షణలోనే పనులు కొనసాగుతాయని స్పష్టం చేశారు.

Chief Minister Revanth Reddy said the restoration of the Kaleshwaram Lift Irrigation Project will strictly follow the recommendations of the National Dam Safety Authority (NDSA) and the Technical Oversight Committee constituted by the Union Ministry of Jal Shakti. He made the remarks during a media interaction in Hyderabad attended by Deputy Chief Minister Bhatti Vikramarka and Ministers Uttam Kumar Reddy and Ponnam Prabhakar.
The Chief Minister said the NDSA report had identified deficiencies in the design, construction, operation and maintenance of the Medigadda, Annaram and Sundilla barrages. Based on these findings, storing water by closing the barrage gates is considered unsafe under the present conditions, and therefore water is not being lifted from the Godavari despite river flows.
He said the Union Jal Shakti Ministry constituted a Technical Oversight Committee on June 30, 2026, comprising representatives from the NDSA, Central Water Commission, CWPRS and the Telangana Government. The committee has also been authorised to seek the opinion of national and international experts wherever necessary.
According to the Chief Minister, the NDSA’s final report recommends comprehensive technical assessment, stabilisation and restoration of all three barrages. It also states that restoration works and design approvals should be carried out only with the concurrence of the NDSA or the Central Water Commission.
Referring to the Medigadda incident, he said the subsidence of pillars near Block-7 had affected the structural integrity of the barrage, with the report attributing the damage to planning, design, construction and maintenance deficiencies. Hence, storing water at the existing stage could pose a serious safety risk.
He explained that the Kaleshwaram lift system requires adequate storage levels before pumps can operate. Since the barrage gates cannot presently be closed due to safety concerns highlighted by the NDSA, lifting water is not technically feasible.
The Chief Minister added that technical testing would be completed this month, after which restoration works would begin based on recommendations from IIT Bombay and other international experts. The State Government, he said, would extend full cooperation to the NDSA throughout the restoration process.
