రాష్ట్రంలోని ప్రతి పౌరుడికి అందుతున్న సంక్షేమ పథకాల వివరాలను ఒకే కార్డులో అందుబాటులోకి తీసుకురావడానికి తెలంగాణ ప్రభుత్వం “సమగ్ర సంక్షేమ కార్డు” (యూనిఫైడ్ వెల్ఫేర్ కార్డ్)ను రూపొందించనుంది. ఈ మేరకు ముఖ్యమంత్రి రేవంత్ రెడ్డి అధికారులకు కీలక ఆదేశాలు జారీ చేశారు.
సచివాలయంలో నిర్వహించిన ఉన్నతస్థాయి సమీక్ష సమావేశంలో సీఎం మాట్లాడుతూ రాష్ట్రంలోని ప్రతి పౌరుడికి ఏ శాఖ ద్వారా, ఏ పథకం కింద, ఎంత మేర లబ్ధి అందుతోందో ఒకే కార్డు ద్వారా తెలుసుకునే విధంగా వ్యవస్థను రూపొందించాలని సూచించారు.
సమగ్ర సంక్షేమ కార్డు కోసం అన్ని ప్రభుత్వ శాఖల నుంచి లబ్ధిదారుల వివరాలను సేకరించేందుకు ప్రత్యేక డ్రైవ్ నిర్వహించాలని అధికారులను ఆదేశించారు. ఐటీ శాఖ ఆధ్వర్యంలో ఈ ప్రాజెక్టును అమలు చేయాలని, టెక్నాలజీపై అవగాహన కలిగిన యువ అధికారులను వినియోగించాలని సూచించారు.
ఈ కార్డులో ఆరోగ్యశ్రీ, ముఖ్యమంత్రి సహాయ నిధి, ఫీజు రీయింబర్స్మెంట్, కార్మిక సంక్షేమ పథకాలు, విద్యా శాఖ పథకాలు, బీమా పథకాల వివరాలు పొందుపరచాలని సీఎం పేర్కొన్నారు. అవసరమైతే ఆధార్ తరహాలో రాష్ట్ర స్థాయిలో ప్రత్యేక యూనిక్ ఐడెంటిటీ నంబర్ను ప్రవేశపెట్టే అంశాన్ని పరిశీలించాలని చెప్పారు.
ఇటీవల నిర్వహించిన సమగ్ర సామాజిక, ఆర్థిక, విద్య, ఉపాధి, రాజకీయ, కుల సర్వే (SEEEPC) వివరాలను కూడా ఈ కార్డుతో అనుసంధానం చేయాలని సూచించారు. అలాగే ఏఐ ఆధారిత విశ్లేషణ ద్వారా సంక్షేమ పథకాల అమలులో పారదర్శకత పెంచి, నిజమైన అర్హులకు లబ్ధి చేరేలా చర్యలు తీసుకోవాలని పేర్కొన్నారు.
మరణ ధృవీకరణ పత్రాలు, ఆరోగ్య సమాచారం, పెన్షన్ డేటాబేస్ వంటి వ్యవస్థలను పరస్పరం అనుసంధానం చేయాలని సీఎం సూచించారు. విదేశీ ఉపాధి కోసం వెళ్లే కార్మికులకు సంబంధించిన పాస్పోర్ట్, వీసా, నైపుణ్యాభివృద్ధి వివరాలను కూడా ఒకే వేదికలో అందుబాటులోకి తీసుకురావాలని చెప్పారు.
సంక్షేమ పథకాల ప్రభావాన్ని సమర్థవంతంగా అంచనా వేసేందుకు, ప్రభుత్వ సహాయం నిజమైన అర్హులకు చేరేలా ఈ సమగ్ర సంక్షేమ కార్డు ఉపయోగపడుతుందని ముఖ్యమంత్రి రేవంత్ రెడ్డి స్పష్టం చేశారు.

The Telangana government is planning to introduce a Unified Welfare Card aimed at consolidating all welfare benefits received by citizens under various government schemes into a single platform.
Chief Minister Revanth Reddy directed officials to immediately begin preparations for the initiative during a high-level review meeting attended by senior government and IT department officials.
The Chief Minister said the card should clearly indicate which benefits a citizen is receiving, under which scheme, and through which government department. To achieve this, he instructed officials to launch a special drive to collect beneficiary data from all departments.
The proposed Unified Welfare Card will integrate information related to Aarogyasri, Chief Minister’s Relief Fund, fee reimbursement schemes, labour welfare benefits, education department schemes, insurance programmes, and other welfare initiatives.
Revanth Reddy also suggested exploring the possibility of issuing a unique state-level identity number similar to Aadhaar. He directed officials to link data from the recently conducted Socio-Economic, Educational, Employment, Political and Caste (SEEEPC) Survey with the welfare card system.
The Chief Minister emphasized the use of Artificial Intelligence-based profiling and analytics to improve transparency, identify eligible beneficiaries more accurately, and eliminate duplication or ineligible claims.
He further proposed integrating death registration records, pension databases, and health profiles to create a comprehensive citizen welfare ecosystem. The government is also considering a unified information platform for overseas employment aspirants, including passport, visa, and skill development services.
According to the Chief Minister, the initiative will help ensure that welfare benefits reach deserving beneficiaries while enabling the government to evaluate the effectiveness of welfare programmes more efficiently.
