కాళేశ్వరం ప్రాజెక్టు అవకతవకల కేసులో మాజీ ముఖ్యమంత్రి కేసీఆర్, మాజీ మంత్రి హరీశ్రావుకు తెలంగాణ హైకోర్టులో భారీ ఊరట లభించింది. జస్టిస్ పీసీ ఘోష్ కమిషన్ నివేదిక ఆధారంగా ఎలాంటి చర్యలు చేపట్టవద్దని హైకోర్టు రాష్ట్ర ప్రభుత్వానికి సూచించింది.
జస్టిస్ పీసీ ఘోష్ కమిషన్ ఎలాంటి నిబంధనలు పాటించలేదని హైకోర్టు స్పష్టం చేసింది. అయితే కమిషన్ నియామకం మాత్రం చట్టబద్ధమేనని పేర్కొంది. ఈ మేరకు ప్రధాన న్యాయమూర్తి జస్టిస్ అపరేశ్ కుమార్ సింగ్, జస్టిస్ జి.ఎం. మొహియుద్దీన్లతో కూడిన ధర్మాసనం బుధవారం తుది తీర్పు వెలువరించింది.
కాళేశ్వరం ప్రాజెక్టులో అవకతవకలు జరిగాయన్న ఆరోపణల నేపథ్యంలో తెలంగాణ ప్రభుత్వం 2024 మార్చి 14న జీవో నెం.6 ద్వారా జస్టిస్ పీసీ ఘోష్ కమిషన్ను నియమించింది. ఈ కమిషన్ను సవాల్ చేస్తూ మాజీ సీఎం కేసీఆర్, మాజీ మంత్రి హరీశ్రావు, ఐఏఎస్ అధికారులు స్మితా సభర్వాల్, ఎస్.కె. జోషి వేర్వేరుగా హైకోర్టులో పిటిషన్లు దాఖలు చేశారు.
16 నెలలపాటు విచారణ జరిపిన కమిషన్ 2025 జూలై 31న ప్రభుత్వానికి మూడు వాల్యూమ్లు, 660 పేజీల నివేదికను సమర్పించింది. ఈ నివేదికను ప్రభుత్వం అసెంబ్లీలో కూడా ప్రవేశపెట్టింది.
నిపుణుల కమిటీ సూచనలు పట్టించుకోకుండా కేసీఆర్ స్వంత నిర్ణయాలు తీసుకున్నారని, సీడబ్ల్యూసీ అనుమతులు రాకముందే పనులు ప్రారంభించారని కమిషన్ నివేదికలో పేర్కొంది. కేసీఆర్, హరీశ్రావు, ఇంజనీర్ల నిర్లక్ష్యమే బ్యారేజీల వైఫల్యానికి కారణమని వెల్లడించింది.
నిర్మాణ వ్యయం అంచనాల కంటే 186 శాతం అధికంగా ఖర్చు చేశారని కూడా నివేదికలో ప్రస్తావించింది. ఈ నివేదిక ఆధారంగా సీబీఐ విచారణకు ప్రభుత్వం సిఫార్సు చేసింది.
హైకోర్టు తాజా తీర్పుతో ప్రభుత్వం తదుపరి చర్యలపై న్యాయ నిపుణులతో సమాలోచనలు ప్రారంభించింది. మధ్యాహ్నం తరువాత ఈ అంశంపై మంత్రి ఉత్తమ్ కుమార్ రెడ్డి మీడియాతో మాట్లాడే అవకాశం ఉన్నట్లు సమాచారం.

Former Chief Minister K. Chandrashekar Rao (KCR) and former minister T. Harish Rao received major relief from the Telangana High Court in the Kaleshwaram project commission report case. The court directed the State government not to initiate any action based on the Justice P.C. Ghose Commission report.
The High Court observed that the Justice P.C. Ghose Commission did not follow proper procedural norms. However, it also clarified that the appointment of the commission itself was legally valid. The final verdict was delivered on Wednesday by a division bench comprising Chief Justice Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin.
The Telangana government had issued GO No. 6 on March 14, 2024, appointing the Justice P.C. Ghose Commission to probe alleged irregularities in the Kaleshwaram project. Challenging the commission, former CM KCR, former minister Harish Rao, and IAS officers Smita Sabharwal and S.K. Joshi filed separate petitions in the High Court.
After conducting an inquiry for 16 months, the commission submitted a three-volume, 660-page report to the government on July 31, 2025. The government also tabled the report in the Assembly.
The report stated that KCR ignored expert committee recommendations and took independent decisions. It also alleged that works were started before receiving Central Water Commission approvals and blamed KCR, Harish Rao, and engineers for negligence leading to the barrages’ failure.
The commission further stated that construction costs exceeded estimates by 186 percent and identified construction defects as the reason behind the barrage damage in October 2023. Based on the report, the government recommended a CBI inquiry.
Following the High Court verdict, the State government has begun consultations with legal experts regarding the next course of action. Irrigation Minister Uttam Kumar Reddy is expected to address the media later in the day.
