ప్రజాభిప్రాయం లేకుండా, సరైన ప్రజా సంప్రదింపులు నిర్వహించకుండా పంచాయతీలు, మున్సిపాలిటీలను జీహెచ్ఎంసీలో విలీనం చేయడం చట్టవిరుద్ధమని వారు కోర్టు దృష్టికి తీసుకెళ్లారు. దీనివల్ల స్థానిక స్వపరిపాలన వ్యవస్థ దెబ్బతింటుందని కూడా పేర్కొన్నారు.
ఈ వ్యవహారంలో హైడ్రా (HYDRAA) కూల్చివేతలు కూడా అనుబంధ అంశంగా ఉన్నాయి. ఔటర్ రింగ్ రోడ్ పరిధిలోని ఫార్మ్ హౌస్ల కూల్చివేతలపై వివాదాలు కొనసాగుతున్నాయి. గతంలో కోర్టు యథాతథ స్థితి కొనసాగించాలని ఆదేశిస్తూ, విధివిధానాలు స్పష్టమయ్యే వరకు కూల్చివేత చర్యలను పరిమితం చేయాలని అధికారులకు సూచించింది.

The Telangana High Court has granted the state government a final one-week extension to file counter-affidavits in petitions challenging the merger of several panchayats and municipalities into the Greater Hyderabad Municipal Corporation (GHMC).
A bench led by Chief Justice Aparesh Kumar Singh observed that multiple extensions had already been granted earlier and made it clear that this would be the final indulgence for the state government.
The petitioners argued that the Telangana Municipal (Amendment) Act, 2026 and related government decisions expanding GHMC limits violated constitutional rights. They alleged that the merger process was carried out without proper public consultation and without adequately considering objections from local residents.
According to the petitioners, forcibly merging local bodies into GHMC weakens the constitutional framework of local self-governance and affects democratic participation at the grassroots level.
The matter is also linked to HYDRAA demolition drives, particularly disputes involving farmhouse demolitions within the Outer Ring Road region of Hyderabad. The High Court had earlier ordered status quo and directed authorities to restrict demolition activities until legal procedures and compliance mechanisms were clarified.
Legal experts believe the outcome of this case could significantly impact urban governance, municipal administration, and property rights across Hyderabad and Telangana. The government’s response in the next hearing is expected to be crucial.
