దేశవ్యాప్తంగా పెండింగ్‌లో ఉన్న ట్రాఫిక్‌ ఈ-చలాన్ల వసూళ్లపై సుప్రీంకోర్టు కీలక ఆదేశాలు జారీ చేసింది. చలాన్లు జారీ చేయడం మాత్రమే కాకుండా, వాటిని వసూలు చేయడంపై రాష్ట్రాలు, కేంద్రపాలిత ప్రాంతాలు క్షేత్రస్థాయిలో చర్యలు తీసుకోవాలని జస్టిస్‌ జేబీ పార్డీవాలా, జస్టిస్‌ కేవీ విశ్వనాథన్‌ల ధర్మాసనం స్పష్టం చేసింది. ఈ వివరాలను అక్టోబర్‌ 2న టైమ్స్‌ ఆఫ్‌ ఇండియా నివేదించింది.

దేశవ్యాప్తంగా జారీ చేసిన ఈ-చలాన్లలో సుమారు 47 శాతం ఇంకా చెల్లించాల్సి ఉందని కోర్టుకు సమాచారం అందింది. రాష్ట్రాలు, కేంద్రపాలిత ప్రాంతాలు సుమారు రూ.49,194 కోట్ల ఈ-చలాన్‌ బకాయిలను వసూలు చేయాల్సి ఉండగా, ఇప్పటివరకు రూ.26,175 కోట్లు మాత్రమే వసూలైనట్లు ధర్మాసనం పేర్కొంది.

పెండింగ్‌ ఈ-చలాన్లు ఉన్న వాహనాలను గుర్తించేందుకు యాదృచ్ఛిక తనిఖీలు నిర్వహించాలని, బకాయిలు చెల్లించని వాహనాలపై అవసరమైన చర్యలు తీసుకుని వాటిని జప్తు చేయాలని కోర్టు ఆదేశించింది. కేవలం ఈ-చలాన్లు జారీ చేయడం సరిపోదని, జరిమానాలను వసూలు చేయడం కూడా అంతే ముఖ్యమని ధర్మాసనం పేర్కొంది.

పెండింగ్‌ చలాన్ల విషయంలో వాహనాలకు సంబంధించిన పలు సేవలను నిలిపివేయడానికి కూడా కోర్టు ఆదేశాలు ఇచ్చింది. ఇందులో ఆర్‌సీ పునరుద్ధరణ, డూప్లికేట్‌ ఆర్‌సీ, యాజమాన్య బదిలీ, చిరునామా మార్పు, ఫిట్‌నెస్‌ సర్టిఫికెట్‌, కాలుష్య నియంత్రణ ధ్రువీకరణ పత్రం వంటి సేవలు ఉన్నాయి. పెండింగ్‌ చలాన్లు ఉన్న వాహనాలను పరివాహన్‌ పోర్టల్‌లో బ్లాక్‌లిస్ట్‌ చేయాలని కూడా సూచించింది.

తరచుగా ట్రాఫిక్‌ నిబంధనలు ఉల్లంఘించే వాహనదారుల డ్రైవింగ్‌ లైసెన్స్‌ పునరుద్ధరణపై కూడా చర్యలు తీసుకోవాలని కోర్టు సూచించింది. అయితే, “చలాన్లు ఉన్న ప్రతి వాహనాన్ని వెంటనే నడిరోడ్డుపైనే సీజ్‌ చేస్తారు” అనే సాధారణీకరణ కంటే, కోర్టు ఆదేశాల్లో పెండింగ్‌ ఈ-చలాన్లున్న వాహనాలను యాదృచ్ఛిక తనిఖీల ద్వారా గుర్తించి అవసరమైన చర్యలు తీసుకోవాలని చెప్పిన అంశాన్ని స్పష్టంగా పేర్కొనడం సముచితం.

The Supreme Court has directed states and Union Territories to take stronger ground-level action to recover unpaid traffic e-challans. A bench comprising Justices J.B. Pardiwala and K.V. Viswanathan said merely issuing large numbers of e-challans was not enough and that authorities must ensure recovery of the fines. The Times of India reported the directions on October 2.

The court was informed that around 47 per cent of traffic challans issued across the country remained unpaid. States and Union Territories were required to recover approximately ₹49,194 crore in e-challan dues, while about ₹26,175 crore had been recovered so far.

The Supreme Court directed authorities to conduct random checks and take necessary steps to impound vehicles found to have outstanding e-challans. The bench stressed that enforcement cannot stop with the issuance of challans and that recovery of the fines must also be addressed.

The directions also cover several vehicle-related services for vehicles with unpaid traffic fines. These include renewal of registration certificates, issuance of duplicate RCs, changes in ownership and address details, fitness certificates and Pollution Under Control certificates. Vehicles with outstanding challans are also to be blacklisted on the central Parivahan portal.

The court further indicated that action should be taken against repeat traffic offenders, including measures concerning driving-licence renewal. However, the headline claim that every vehicle with an unpaid challan will automatically be seized on the spot is broader than the wording reported from the court. The reported direction concerns random checks and necessary action against vehicles found with unpaid e-challans.
