The Telangana government has introduced a significant change in the financial management of Gram Panchayats, allowing them to deposit revenue generated through their own sources directly into their respective bank accounts. The amendment is aimed at strengthening the financial autonomy of rural local bodies and reducing delays in accessing their own funds.
The Panchayat Raj and Rural Development Department issued Government Order MS No. 43 in connection with the Telangana Panchayat Raj (Fourth Amendment) Act, 2026. According to the information provided, the amendment came into force from October 9, 2026.
Changes to the Revenue Deposit System
Under the earlier arrangement, Gram Panchayats were required to deposit their own-source revenue into the government treasury before accessing funds for local requirements. The process could cause delays in carrying out essential village-level development activities.
The revised arrangement allows Panchayats to deposit their own-source revenue directly into their respective bank accounts, making the funds more readily accessible for local administration.
Relief for Essential Village Development Works
The change is expected to support essential services such as drinking water supply, sanitation, streetlight maintenance and rural road repairs.
With their own revenue available directly in bank accounts, Gram Panchayats are expected to have greater flexibility in planning and managing local expenditure, subject to applicable financial rules and approval procedures.
Focus on Financial Autonomy of Rural Local Bodies
The amendment is an important step towards strengthening the financial autonomy of Gram Panchayats in Telangana.
Direct access to locally generated revenue could improve financial management and help local bodies respond more efficiently to village-level requirements.
The actual implementation of the revised system will depend on the provisions of the amendment and the applicable government guidelines.
