Telangana High Court CJ Justice Aparesh Kumar Singh Calls for Stronger Coordination in Juvenile Justice

తెలంగాణ హైకోర్టు ప్రధాన న్యాయమూర్తి జస్టిస్ అపరేష్ కుమార్ సింగ్ బాలల సంరక్షణ, రక్షణ వ్యవస్థలోని అన్ని భాగస్వామ్య సంస్థల మధ్య మరింత బలమైన సమన్వయం అవసరమని పిలుపునిచ్చారు. సంరక్షణ, రక్షణ అవసరమైన ప్రతి చిన్నారి పట్ల సానుభూతితో వ్యవహరించాలని, బాలల అక్రమ రవాణా నివారణతో పాటు సంస్కరణాత్మక షెల్టర్ హోమ్లను బలోపేతం చేయాలని సూచించారు.
“జువెనైల్ జస్టిస్ (కేర్ అండ్ ప్రొటెక్షన్ ఆఫ్ చిల్డ్రన్) యాక్ట్, 2015 – అమలుకు దశాబ్దం, ముందడుగు – 2026” అంశంపై తెలంగాణ హైకోర్టు జువెనైల్ జస్టిస్ కమిటీ, జ్యుడీషియల్ అకాడమీ ఆధ్వర్యంలో వార్షిక రాష్ట్రస్థాయి స్టేక్హోల్డర్స్ సంప్రదింపుల సమావేశం నిర్వహించారు. బాలల సంక్షేమం, రక్షణకు సంబంధించిన వివిధ శాఖలు, సంస్థల ప్రతినిధులు ఈ సమావేశంలో పాల్గొన్నారు.
సమావేశంలో జస్టిస్ అపరేష్ కుమార్ సింగ్ మాట్లాడుతూ.. సంరక్షణ, రక్షణ అవసరమైన ప్రతి చిన్నారి పట్ల మరింత సానుభూతి, బాధ్యతతో వ్యవహరించాల్సిన అవసరం ఉందన్నారు. బాలల అక్రమ రవాణాను అరికట్టడంతో పాటు సంస్కరణాత్మక షెల్టర్ హోమ్లను బలోపేతం చేయాలని సూచించారు. బాలల సంక్షేమం, రక్షణకు సంబంధించిన అన్ని విభాగాలు సమన్వయంతో పనిచేసేలా వ్యవస్థను మరింత బలోపేతం చేయాలని పిలుపునిచ్చారు.
బాలల అనుకూల పోలీసింగ్ను బలోపేతం చేయడంలో ప్రత్యేక జువెనైల్ పోలీస్ యూనిట్లు (SJPU), చైల్డ్ వెల్ఫేర్ పోలీస్ ఆఫీసర్ల పాత్రపై సమావేశంలో వివరించారు. బాలల భద్రతను ప్రభావితం చేస్తున్న కొత్త సామాజిక, సాంకేతిక సవాళ్లను ప్రస్తావిస్తూ.. జువెనైల్స్ నేరాల్లో భాగస్వామ్యం అవుతున్న తీరు సమాజంలో చోటుచేసుకుంటున్న లోతైన మార్పులను ప్రతిబింబిస్తోందని వివరించారు.
ఆపరేషన్ ముస్కాన్, భరోసా కేంద్రాల సేవలు, తెలంగాణ పోలీస్ రూపొందిస్తున్న ముసాయిదా కార్యాచరణ ప్రణాళికపై కూడా సమావేశంలో వివరించారు. బాలల రక్షణ వ్యవస్థలోని అన్ని విభాగాలు ఒకే సమన్వయ వ్యవస్థగా పనిచేయాల్సిన అవసరాన్ని ప్రస్తావించారు. సమావేశంలో జరిగిన చర్చలను స్పష్టమైన కార్యాచరణ ప్రణాళికగా రూపొందించి, వచ్చే నెల న్యూఢిల్లీలో జరగనున్న జాతీయస్థాయి సంప్రదింపుల సమావేశంలో సమర్పించాల్సిన అవసరాన్ని తెలిపారు.
జువెనైల్ జస్టిస్ కమిటీ చైర్పర్సన్ జస్టిస్ మౌషుమి భట్టాచార్య మాట్లాడుతూ.. బాలలకు సమగ్రంగా, సకాలంలో సహాయం అందించడం, బాలల అనుకూల విధానాలను అమలు చేయడం కీలకమని అన్నారు.
యునిసెఫ్ చైల్డ్ ప్రొటెక్షన్ స్పెషలిస్ట్ సోనీకుట్టి జార్జ్ మాట్లాడుతూ.. బాలల ప్రమాద పరిస్థితులను అంచనా వేయడానికి డేటా ఆధారిత వ్యవస్థ అవసరమని, బాలల సంక్షేమం, రక్షణ కోసం పనిచేస్తున్న వివిధ సంస్థల మధ్య సమన్వయాన్ని మరింత మెరుగుపరచాలని సూచించారు.
నాలుగు సెషన్లుగా జరిగిన ఈ సంప్రదింపుల సమావేశం జువెనైల్ జస్టిస్ వ్యవస్థ ఎదుర్కొంటున్న సవాళ్లపై సమగ్ర చర్చకు వేదికగా నిలిచింది. బలమైన సమన్వయం, పునరావాసం, సమాజంలో తిరిగి కలిసేలా చేయడం, బాలల హక్కులు, భద్రత, సంక్షేమాన్ని కాగితాలపై ఉన్న నిబంధనలకే పరిమితం చేయకుండా ఆచరణలోకి తీసుకురావాల్సిన అవసరాన్ని సమావేశం నొక్కిచెప్పింది. బాలల హక్కులు, భద్రత, సంక్షేమానికి ప్రాధాన్యతనిచ్చే బాలల కేంద్రిత న్యాయ వ్యవస్థ దిశగా ముందుకు సాగాల్సిన అవసరాన్ని స్పష్టం చేసింది.

Telangana High Court Chief Justice Justice Aparesh Kumar Singh called for stronger coordination among all stakeholders involved in child care and protection. He emphasised empathy towards every child in need of care and protection, prevention of trafficking and the need to strengthen reformative shelter homes.
The Annual State-Level Stakeholders Consultation Meet on “Juvenile Justice (Care and Protection of Children) Act, 2015 – A Decade of Implementation and the Way Forward, 2026” was organised by the Juvenile Justice Committee of the Telangana High Court and the Judicial Academy. Representatives of various departments and agencies associated with child welfare and protection participated in the consultation.
Addressing the consultation, Justice Aparesh Kumar Singh stressed the need to deal with every child requiring care and protection with greater empathy and responsibility. He called for stronger systems to prevent trafficking and strengthen reformative shelter homes, while emphasising better coordination among all departments and agencies involved in child welfare and protection.
The consultation also focused on strengthening child-friendly policing through Special Juvenile Police Units (SJPUs) and Child Welfare Police Officers. The discussion covered emerging social and technological challenges affecting children’s safety. The rising involvement of juveniles in crime was also discussed as a reflection of deeper shifts taking place in society.
The participants were briefed on the services provided through Operation Muskaan and Bharosa Centres, as well as the Telangana Police’s draft action plan. The need for all agencies involved in child protection to function as a unified system was emphasised. It was also proposed that the discussions and outcomes of the consultation be converted into a concrete roadmap and presented at the national consultation scheduled to be held in New Delhi next month.
Justice Moushumi Bhattacharya, Chairperson of the Juvenile Justice Committee, highlighted the importance of providing holistic and timely support to children and ensuring child-friendly procedures.
Sonykutty George, Child Protection Specialist at UNICEF, stressed the need for a data-driven system to assess vulnerabilities and improve coordination among agencies working for child welfare and protection.
The four sessions and the overall consultation provided a platform to examine the challenges facing the juvenile justice system. The discussions emphasised stronger coordination, rehabilitation and reintegration, and the need to move beyond measures existing only on paper towards practices that genuinely uphold children’s rights, safety and welfare. The consultation underscored the importance of advancing a truly child-centric justice system.
