లీడ్: ఎల్నినో ప్రభావంతో రాష్ట్రంలో నెలకొన్న తీవ్ర వర్షాభావ పరిస్థితులపై తెలంగాణ మంత్రిమండలి సమీక్ష నిర్వహించి తాగునీరు, సాగునీరు, విద్యుత్, వ్యవసాయం, భూ పరిపాలనకు సంబంధించిన కీలక నిర్ణయాలు తీసుకుంది.
ఎల్నినో ప్రభావంతో రాష్ట్రంలో సాధారణం కంటే గణనీయంగా తక్కువ వర్షపాతం నమోదవడంతో ఏర్పడిన వర్షాభావ పరిస్థితులపై ముఖ్యమంత్రి అధ్యక్షతన జరిగిన 36వ మంత్రిమండలి సమావేశం విస్తృతంగా చర్చించింది. రాష్ట్రవ్యాప్తంగా ఇప్పటి వరకు సాధారణ వర్షపాతంతో పోలిస్తే కేవలం 30–35 శాతం వరకు మాత్రమే వర్షపాతం నమోదైందని మంత్రిమండలి ఆందోళన వ్యక్తం చేసింది.
తీవ్ర వర్షాభావ పరిస్థితులపై కేంద్ర ప్రభుత్వానికి సమగ్ర నివేదిక పంపించి, నష్టాన్ని అంచనా వేయడానికి ప్రత్యేక కేంద్ర బృందాన్ని పంపించాలని మంత్రిమండలి నిర్ణయించింది. అలాగే ప్రత్యామ్నాయ ప్రణాళికల అమలుకు అవసరమైన ఆర్థిక సహాయం అందించాలని కేంద్రాన్ని కోరుతూ తీర్మానం చేసింది.
ప్రజలకు ఇబ్బందులు తలెత్తకుండా తాగునీరు, సాగునీరు, విద్యుత్ సరఫరాపై ప్రత్యేక దృష్టి పెట్టాలని నిర్ణయించింది. జిల్లా కలెక్టర్లు తాగునీటి సరఫరాపై నిరంతర పర్యవేక్షణ కొనసాగించాలని, ప్రజల ఫిర్యాదులపై వెంటనే స్పందించాలని ఆదేశించింది. విద్యుత్ కోతలు లేకుండా నిరంతర సరఫరా కొనసాగించేలా సంబంధిత శాఖలకు సూచనలు జారీ చేసింది.
ఎల్నినో పరిస్థితుల నేపథ్యంలో ప్రజాభవన్లో వ్యవసాయ శాఖ ఆధ్వర్యంలో టోల్ ఫ్రీ హెల్ప్లైన్ ఏర్పాటు చేశారు. ఈ హెల్ప్లైన్ ప్రతిరోజూ ఉదయం 10 గంటల నుంచి సాయంత్రం 5 గంటల వరకు అందుబాటులో ఉంటుంది. టోల్ ఫ్రీ నంబర్: 1800-123-7157.
రాష్ట్రంలో తాగునీటి అవసరాలకు ప్రాజెక్టుల్లో అందుబాటులో ఉన్న నీటికి ప్రాధాన్యత ఇవ్వాలని నిర్ణయించింది. రైతులు ఆరుతడి పంటల సాగుకు మొగ్గుచూపాలని మంత్రిమండలి విజ్ఞప్తి చేసింది. వర్షాభావ పరిస్థితులపై రాష్ట్రవ్యాప్తంగా అవగాహన కార్యక్రమాలు నిర్వహించాలని కూడా నిర్ణయించింది.
ఈ నెల 20న ఉమ్మడి జిల్లా ఇంచార్జి మంత్రి, సీనియర్ ఐఏఎస్ అధికారి నేతృత్వంలో జిల్లాల వారీగా ప్రజాప్రతినిధులు, వ్యవసాయ అధికారులు, శాస్త్రవేత్తలు, నిపుణులతో సమావేశాలు నిర్వహించి నష్టంపై సమగ్ర నివేదికలు సిద్ధం చేయాలని నిర్ణయించింది. అలాగే రాష్ట్ర ప్రణాళిక మండలి వైస్ చైర్మన్ చిన్నారెడ్డి ఆధ్వర్యంలో వ్యవసాయ నిపుణులతో ఎల్నినో ప్రభావంపై ప్రత్యేక అధ్యయన నివేదిక రూపొందించాలని సూచించింది.
మంత్రిమండలి సమావేశం అనంతరం మంత్రులు మీడియాకు వివరాలు వెల్లడిస్తూ, ధరణి పోర్టల్కు సంబంధించిన అక్రమాలు, అవకతవకలపై సమగ్ర విచారణకు ప్రత్యేక దర్యాప్తు బృందాన్ని ఏర్పాటు చేయాలని నిర్ణయించినట్లు తెలిపారు. 2020 అక్టోబర్ 29 నుంచి ఇప్పటి వరకు జరిగిన భూముల రిజిస్ట్రేషన్లు, రికార్డు మార్పులు, ప్రభుత్వ, అసైన్డ్, వ్యవసాయ భూములకు సంబంధించిన అనుమానాస్పద లావాదేవీలన్నింటినీ పరిశీలించనున్నట్లు వెల్లడించారు.
మున్సిపల్ కార్పొరేషన్లలో ట్రాన్స్జెండర్లను కో-ఆప్టెడ్ సభ్యులుగా నామినేట్ చేసేందుకు తెలంగాణ మున్సిపాలిటీస్ చట్టం–2019లో సవరణకు మంత్రిమండలి ఆమోదం తెలిపింది. అలాగే గ్రామ పంచాయతీ నిధులను జాతీయ బ్యాంకులు, సహకార బ్యాంకులు లేదా పోస్టాఫీసుల్లో జమ చేసుకునేలా తెలంగాణ పంచాయతీరాజ్ చట్టం–2018లో సవరణకు కూడా ఆమోదం తెలిపింది.

Lead: The Telangana Cabinet reviewed the severe drought situation caused by the El Niño effect and announced a series of key decisions related to drinking water, irrigation, power supply, agriculture, and land administration.
The 36th Telangana Cabinet meeting, chaired by the Chief Minister, held an extensive review of the drought conditions caused by significantly below-normal rainfall across the State due to the El Niño phenomenon. The Cabinet noted that Telangana has received only about 30–35 percent of its normal rainfall so far, expressing serious concern over the prevailing situation.
The Cabinet decided to submit a comprehensive report to the Central Government seeking the deployment of a special assessment team to evaluate drought-related losses. It also resolved to request financial assistance from the Centre for implementing contingency plans to mitigate the impact of the drought.
To prevent hardship to the public, the Cabinet directed officials to prioritise drinking water supply, irrigation, and uninterrupted electricity. District Collectors have been instructed to closely monitor drinking water availability and respond immediately to public complaints. Departments concerned were also directed to ensure there are no power cuts.
Considering the drought situation, a toll-free helpline has been established at Praja Bhavan under the Agriculture Department. The helpline will function daily from 10:00 AM to 5:00 PM. Toll-Free Number: 1800-123-7157.
The Cabinet decided that available water in reservoirs should be given priority for drinking water needs. Farmers have been advised to cultivate drought-resistant crops, and statewide awareness programmes on drought management will be organised.
District-level review meetings involving public representatives, agriculture officials, scientists, and experts will be conducted on July 20 under the leadership of the Joint District In-charge Minister and a senior IAS officer to prepare comprehensive reports on drought conditions and losses. The State Planning Board Vice-Chairman has also been tasked with preparing a special report on the impact of El Niño on the agriculture sector.
Following the Cabinet meeting, ministers announced that a Special Investigation Team (SIT) would be constituted to conduct a comprehensive probe into alleged irregularities in the Dharani portal. The investigation will examine all suspicious land registrations, record modifications, and transfers involving government, assigned, and agricultural lands from October 29, 2020, when the portal became operational, to the present.
The Cabinet also approved amendments to the Telangana Municipalities Act, 2019, enabling the nomination of transgender persons as co-opted members in Municipal Corporations. It further cleared amendments to the Telangana Panchayat Raj Act, 2018, allowing Gram Panchayat funds to be deposited in nationalised banks, cooperative banks, or post offices.
