కాళేశ్వరం ప్రాజెక్టుపై న్యాయ విచారణ చేసిన జస్టిస్ ఘోష్ కమిషన్ నివేదికను శాసనసభలో ప్రవేశపెట్టి అన్ని పక్షాల అభిప్రాయాల తర్వాత తుది నిర్ణయం తీసుకుంటామని సీఎం రేవంత్ తెలిపారు. మంత్రివర్గం నివేదికను యథాతథంగా ఆమోదించింది.

కాళేశ్వరం ప్రాజెక్టుపై న్యాయ విచారణ జరిపిన జస్టిస్ పినాకి చంద్ర ఘోష్ నేతృత్వంలోని కమిషన్ అందించిన నివేదికను రాష్ట్ర మంత్రివర్గం సమగ్రంగా పరిశీలించి ఆమోదించింది. ముఖ్యమంత్రి రేవంత్ రెడ్డి అధ్యక్షతన జరిగిన క్యాబినెట్ సమావేశంలో నీటి పారుదల శాఖ మంత్రి ఉత్తమ్ కుమార్ రెడ్డి పవర్ పాయింట్ ప్రజెంటేషన్ ద్వారా నివేదిక ముఖ్యాంశాలను వివరించారు. అనంతరం డిప్యూటీ సీఎం మల్లూ భట్టి, మంత్రులు, అధికారులు ఉన్న మీడియా సమావేశంలో ముఖ్యమంత్రి మాట్లాడారు.
665 పేజీలతో కూడిన కమిషన్ నివేదిక మార్చి 31న అందగా, ముగ్గురు ఉన్నతాధికారులతో ఏర్పాటైన ప్రత్యేక కమిటీ దానిపై విశ్లేషణ చేసి సంక్షిప్త నివేదికను మంత్రివర్గానికి సమర్పించింది. నివేదిక ప్రకారం ప్రాజెక్టు ఊరు, పేరు, డిజైన్, అంచనాలు మార్చడం ద్వారా విచ్చలవిడిగా అవినీతి జరిగిందని, దీనిపై ఆ సమయంలో ఎలాంటి మంత్రివర్గ ఆమోదం లేకుండా ఒప్పందాలు చేసారని వెల్లడించారు.
నిర్మించిన మూడు బ్యారేజీలు (మేడిగడ్డ, అన్నారం, సుందిళ్ల) లోతైన లోపాలతో నిండిపోయినట్టు, తక్కువ కాలంలోనే సమస్యలు తలెత్తినట్టు నివేదిక పేర్కొంది. అవినీతికి పాల్పడ్డ వారిపై చట్టపరమైన చర్యలు తీసుకోవాల్సిన అవసరం ఉందని కమిషన్ సూచించింది. గత ప్రభుత్వ హయాంలో వ్యవహరించిన అప్పటి ముఖ్యమంత్రి కేసీఆర్, నీటి పారుదల శాఖ మంత్రి హరీష్ రావుతో పాటు పలువురు అధికారులు బాధ్యులని తేల్చింది. నామినేషన్ పద్ధతిలో కాంట్రాక్టులు కట్టబెట్టి ప్రజాధనాన్ని దుర్వినియోగం చేశారని తెలిపింది.
ప్రాజెక్టు ఆవశ్యకతను అప్పట్లోనే నిపుణుల కమిటీ నిష్ప్రయోజకమని నిర్ధారించినప్పటికీ, ఆ నివేదికను పట్టించుకోకుండా రాజకీయ ప్రయోజనాలకోసం అమలు చేసినట్లు ప్రభుత్వం పేర్కొంది. మిగిలిన అంశాలపై చర్చలకు అవకాశం కల్పించేందుకు శాసనసభ, శాసనమండలిలో నివేదికను ప్రవేశపెట్టి తర్వాతి చర్యలు చేపడతామని ముఖ్యమంత్రి స్పష్టం చేశారు.

The Justice Pinaki Chandra Ghose-led commission, which conducted a judicial inquiry into the Kaleshwaram project, submitted a comprehensive report that was reviewed and approved by the Telangana cabinet. The cabinet meeting, chaired by CM Revanth Reddy, included a PowerPoint presentation by Irrigation Minister Uttam Kumar Reddy, who explained the key findings and recommendations of the report.
The 665-page commission report was submitted to the government on March 31. A special committee of three senior officials analyzed the report and presented a summary to the cabinet. According to the report, the name, location, and estimates of the original project were altered, leading to large-scale corruption, and key decisions were made without cabinet approval.
The report pointed out that the three constructed barrages — Medigadda, Annaram, and Sundilla — had serious design and structural flaws. Problems surfaced within a few years of construction, with Medigadda suffering damage in 2023 during the previous BRS government’s tenure. The commission stated that the violations and corruption require legal action against those responsible.
The report held former Chief Minister KCR and former Irrigation Minister Harish Rao, along with several bureaucrats, directly and indirectly responsible for the mismanagement. Contracts were awarded through nomination without transparency, leading to gross misuse of public funds.
The project’s very necessity had been questioned by expert committees at the time, but their reports were ignored for political reasons. CM Revanth Reddy emphasized that the report will be presented in the Legislative Assembly and Council to allow for an open discussion. Only after that will the government proceed with further decisions.
