“ప్రజాస్వామ్యానికి బలమైన పునాది — సకాలంలో ఎన్నికలు” అని అభిప్రాయపడిన మాజీ ఎంపీ డా. బూర నర్సయ్య గౌడ్, తెలంగాణలో స్థానిక సంస్థల ఎన్నికల నిర్వహణపై తీవ్ర ఆగ్రహం వ్యక్తం చేశారు.
తెలంగాణలో కాంగ్రెస్ ప్రభుత్వం అధికారంలోకి వచ్చి 18 నెలలు గడుస్తున్నా, ఇప్పటికీ సర్పంచ్, ఎంపీటీసీ, జెడ్పీటీసీ, మున్సిపాలిటీ ఎన్నికలు నిర్వహించకుండా కాలయాపన చేస్తుండడం అభివృద్ధికి అడ్డంకిగా మారిందన్నారు.
2024 జనవరి నాటికి 12,769 మంది సర్పంచుల, మే నాటికి 5,717 మంది ఎంపీటీసీల, ఏడాది కిందట జెడ్పీటీసీల, అలాగే 128 మున్సిపాలిటీల పదవీకాలం ముగిసింది. కానీ ఇప్పటికీ ఎలాంటి ఎన్నికల ప్రక్రియ ప్రారంభించకపోవడం రాజ్యాంగ వ్యతిరేక చర్యగా ఆయన అభివర్ణించారు.
ఆర్టికల్స్ 243-A, 243-U, 243-ZA ప్రకారం స్థానిక సంస్థల ఎన్నికలు నిర్వహించాల్సిన బాధ్యత పూర్తిగా రాష్ట్ర ప్రభుత్వానిదే. కానీ ఎన్నికలు జరపకపోవడం వల్ల 15వ ఆర్థిక సంఘం కింద రాష్ట్రానికి రావాల్సిన రూ. 1514 కోట్లు నిలిపివేశారని, అలాగే 14వ ఆర్థిక సంఘం బకాయిలు రూ.800 కోట్లు కూడా పెండింగ్‌లో ఉన్నాయని చెప్పారు.
ఇతర అంశాలలో:
- బీసీలకు 42% రిజర్వేషన్ కల్పిస్తామని కాంగ్రెస్ హామీ ఇచ్చినా, ఇప్పటికీ అమలు జరగలేదని విమర్శించారు.
- రిజర్వేషన్ కోసం అవసరమైన ట్రిపుల్ టెస్ట్ ప్రక్రియను ప్రభుత్వం స్పష్టంగా ప్రకటించలేదని ఎత్తి చూపారు.
- కేంద్రంపై నెపం మోపడం రాజ్యాంగ బాధ్యతల నుండి పారిపోవడం మాత్రమేనని ధ్వజమెత్తారు.
- రాష్ట్ర ప్రభుత్వానికి తక్షణమే బీసీ గణాంకాల వివరాలు, రిజర్వేషన్ నిష్పత్తి ప్రకటించి ఎన్నికలు నిర్వహించాల్సిన బాధ్యత** ఉందని బీజేపీ డిమాండ్ చేస్తోంది.
“ప్రజల అభివృద్ధిని నిలిపేసే ఈ జాప్యం వెంటనే ముగించాలి” అని గౌడ్ గారు అన్నారు.

Former MP Dr. Boora Narsaiah Goud strongly criticized the Telangana Congress government for delaying local body elections and said it’s hurting democratic values and state development.
The terms of 12,769 sarpanches, 5,717 MPTCs, 538 ZPTCs, and 128 municipalities have already ended. Yet, no clear timeline has been provided for holding elections. He emphasized that under Articles 243-A, 243-U, and 243-ZA, it’s the state government’s responsibility to conduct these polls — not the Centre’s.
Due to the delay, Telangana lost ₹1,514 crores from the 15th Finance Commission, and ₹800 crores under the 14th Finance Commission remain pending.
Goud also accused the Congress of failing to implement its promise of 42% BC reservations, alleging that no caste census or triple test mechanism (mandated by the Supreme Court) has been initiated.
He concluded by demanding that the state government immediately announce reservation ratios and hold elections, warning that continued delays would further harm development and democracy.
