బీసీలకు 42 శాతం రిజర్వేషన్లు ఇవ్వడంలో ఆటంకం కేసీఆర్ ప్రభుత్వం జారీ చేసిన జీవో కారణంగా ఏర్పడిందని సీఎం రేవంత్ రెడ్డి అన్నారు. The 42% reservation demand for BCs in Telangana has been blocked by a GO issued during KCR’s rule, said CM Revanth Reddy.
హైదరాబాద్: బీసీలకు రిజర్వేషన్లు పెంచే విషయంలో కేసీఆర్ చేసిన తప్పిదం వల్లే సమస్యలు ఉత్పన్నమయ్యాయని సీఎం రేవంత్ రెడ్డి అన్నారు. పంచాయితీ రాజ్ చట్టంలో రిజర్వేషన్లు మొత్తం 50 శాతం లోపే ఉండాలని నిబంధన పెట్టడం వల్లే ఇప్పుడు బీసీలకు 42 శాతం రిజర్వేషన్లు ఇవ్వలేని పరిస్థితి ఏర్పడిందని ఆయన తెలిపారు. సర్వాయి పాపన్న గౌడ్ విగ్రహ శంకుస్థాపన సభలో మాట్లాడిన ఆయన, ఈ అంశాన్ని గతంలో అసెంబ్లీలోనూ, ఢిల్లీలో జరిగిన ధర్నాలోనూ ప్రస్తావించానని గుర్తు చేశారు.
గతంలో స్థానిక సంస్థల ఎన్నికల సమయంలో కూడా సుప్రీంకోర్టు తీర్పు ప్రకారం 50 శాతం పరిమితిని పాటిస్తూ కేసీఆర్ ప్రభుత్వం ఉత్తర్వులు జారీ చేయాల్సి వచ్చిందని ఆయన వివరించారు. ఉమ్మడి రాష్ట్రంలో ప్రత్యేక అనుమతితో బీసీలకు ఎక్కువ రిజర్వేషన్లు ఇచ్చినా, ఆ తర్వాత సుప్రీంకోర్టు కచ్చితంగా 50 శాతం లోపే ఉండాలని ఆదేశించిందని రేవంత్ తెలిపారు.
అయినా బీసీలకు 42 శాతం రిజర్వేషన్లు ఇస్తామని తన పార్టీ తరపున కామారెడ్డి డిక్లరేషన్లో హామీ ఇచ్చామని, అయితే కేంద్రం అంగీకరించకపోవడంతో అమలు చేయలేకపోతున్నామని చెప్పారు. ఈ నెలాఖరుకి స్థానిక ఎన్నికలు పూర్తి చేయాల్సి ఉన్నా, రిజర్వేషన్ల అంశంపై ఏ నిర్ణయం తీసుకోవాలో ప్రభుత్వం ఇంకా ఖరారు చేయలేదని ఆయన స్పష్టం చేశారు.

Telangana CM Revanth Reddy said that the government is unable to provide 42% reservations for BCs because of a law made by KCR. He explained that under the Panchayat Raj Act brought in during KCR’s regime, total reservations cannot exceed 50%. That very law has now become a hurdle for implementing 42% reservations for BCs, he said while speaking at the foundation ceremony of Sarvai Papanna Goud’s statue. Revanth made it clear that the problem in granting BC reservations arose only due to KCR’s mistake.
This is not the first time Revanth Reddy raised the issue. He has spoken about it earlier in the Assembly and also during the Delhi protest. During past local body elections, the government had to conduct polls by limiting reservations to 50% as per Supreme Court directions. Earlier, in the united Andhra Pradesh, local elections were held with higher BC reservations only with special permission from the Supreme Court. Later, the apex court clearly ordered that reservations should not cross the 50% ceiling, leaving no option even for KCR.
Even so, Revanth Reddy had promised 42% reservations for BCs. The Congress had also released the Kamareddy Declaration assuring this. But as the Centre has not approved it, the government is unable to implement it. With the deadline for completing local body elections by September end, the Revanth-led government has still not taken a final decision on how to deal with the reservations issue.
