తెలంగాణకు కేంద్ర ప్రభుత్వ పథకాల ద్వారా రావాల్సిన నిధులను పూర్తిస్థాయిలో సాధించడంతో పాటు, కేటాయించిన నిధులను సమర్థవంతంగా వినియోగించుకోవాలని డిప్యూటీ సీఎం భట్టి విక్రమార్క అధికారులను ఆదేశించారు. కేంద్ర పథకాల అమలులో జాప్యం లేకుండా చర్యలు తీసుకోవాలని, వాటి ద్వారా ప్రజలకు గరిష్ఠ ప్రయోజనం అందేలా పర్యవేక్షించాలని సూచించారు.
హైదరాబాద్‌లోని డాక్టర్ బీఆర్ అంబేడ్కర్ తెలంగాణ రాష్ట్ర సచివాలయంలో వివిధ శాఖల ఉన్నతాధికారులతో డిప్యూటీ సీఎం ఉన్నతస్థాయి సమీక్ష నిర్వహించారు. కేంద్ర ప్రభుత్వ రంగ పథకాలు, కేంద్ర ప్రాయోజిత పథకాల అమలు, నిధుల కేటాయింపులు, ఖర్చులు, పెండింగ్ బిల్లులు, కేంద్రం నుంచి రాష్ట్రానికి రావాల్సిన నిధులపై ఈ సమావేశంలో సమీక్షించారు.
ఈ సందర్భంగా భట్టి విక్రమార్క మాట్లాడుతూ కేంద్ర ప్రభుత్వ పథకాల ద్వారా నిధులు పొందేందుకు ఉన్న అన్ని అవకాశాలను శాఖలవారీగా గుర్తించాలని అధికారులకు సూచించారు. అవసరమైన ప్రతిపాదనలను నిర్ణీత సమయంలో కేంద్రానికి సమర్పించాలని, పథకాల మార్గదర్శకాలను పూర్తిగా పరిశీలించి అర్హతలకు అనుగుణంగా ప్రతిపాదనలు రూపొందించాలని ఆదేశించారు.
కేంద్ర ప్రభుత్వ శాఖలతో నిరంతరం సమన్వయం చేసుకుంటూ రాష్ట్రానికి రావాల్సిన నిధులను సాధించేందుకు కృషి చేయాలని స్పష్టం చేశారు. ముఖ్యంగా కేంద్ర ప్రాయోజిత పథకాల ద్వారా రాష్ట్రానికి గరిష్ఠ స్థాయిలో నిధులు తీసుకురావాల్సిన అవసరం ఉందని పేర్కొన్నారు.
వివిధ శాఖల్లో అమలవుతున్న కేంద్ర ప్రాయోజిత పథకాల పురోగతి, నిధుల వినియోగాన్ని కూడా డిప్యూటీ సీఎం సమీక్షించారు. కేంద్రం కేటాయించిన నిధులను సమర్థవంతంగా ఖర్చు చేయడంతో పాటు, వాటి ద్వారా ప్రజలకు అందాల్సిన ప్రయోజనాలు పూర్తిస్థాయిలో అందుతున్నాయో లేదో పర్యవేక్షించాలని సూచించారు.
ఈ పథకాలకు రాష్ట్ర ప్రభుత్వం కూడా 40 శాతం నిధులను సమకూరుస్తున్నందున, కేవలం ఖర్చులకే పరిమితం కాకుండా సాధించిన ఫలితాలు, ప్రజలకు కలుగుతున్న ప్రయోజనాలను కూడా అంచనా వేయాలని అధికారులకు సూచించారు. రాష్ట్రానికి, ప్రజలకు ప్రత్యక్షంగా ప్రయోజనం చేకూర్చే పథకాలకు ప్రాధాన్యత ఇవ్వాలని స్పష్టం చేశారు.
కేంద్ర ప్రభుత్వంతో సమన్వయం కోసం న్యూఢిల్లీలోని తెలంగాణ భవన్‌లో పనిచేస్తున్న లైజన్ అధికారుల సేవలను అన్ని శాఖల అధికారులు సమర్థవంతంగా వినియోగించుకోవాలని భట్టి విక్రమార్క సూచించారు. కేంద్రం నుంచి నిధుల విడుదలకు సంబంధించి, పెండింగ్ అంశాల పరిష్కారానికి వారితో నిరంతరం సంప్రదింపులు జరపాలని ఆదేశించారు.
ముఖ్యమంత్రి, డిప్యూటీ సీఎం వివిధ కేంద్ర మంత్రులకు రాసిన లేఖల్లో ప్రస్తావించిన అంశాలపై కూడా సకాలంలో తదుపరి చర్యలు తీసుకోవాలని, వాటి పురోగతిని ఎప్పటికప్పుడు సమీక్షించాలని అధికారులకు దిశానిర్దేశం చేశారు.

Telangana Deputy Chief Minister Bhatti Vikramarka has directed government departments to focus on the effective implementation of Central Government schemes and ensure maximum utilisation of funds allocated to the state. He stressed the need to secure available Central funds and ensure that the intended benefits reach the public.
Bhatti Vikramarka conducted a high-level review meeting with senior officials from various departments at the Dr B.R. Ambedkar Telangana State Secretariat in Hyderabad. The meeting reviewed the implementation of Central Sector Schemes and Centrally Sponsored Schemes, fund allocations, expenditure, pending bills and funds yet to be released by the Union Government.
During the meeting, the Deputy Chief Minister instructed departments to identify all available opportunities for obtaining Central funds and submit the necessary proposals within the prescribed timelines.
He asked officials to study the guidelines of Central Government schemes carefully and prepare proposals in accordance with the eligibility requirements. He also stressed the importance of maintaining continuous coordination with the concerned Central ministries to secure funds for Telangana.
Reviewing the progress and utilisation of funds under Centrally Sponsored Schemes, Bhatti Vikramarka directed officials to ensure that allocated funds were spent efficiently and that the intended benefits reached the public.
He pointed out that the Telangana Government was also contributing 40 per cent of the funding for these schemes. Therefore, departments should focus not only on expenditure but also on measurable outcomes and the actual benefits delivered to people.
The Deputy Chief Minister further instructed departments to give priority to schemes that directly benefit the state and its people.
He also asked officials to make effective use of liaison officers working at Telangana Bhavan in New Delhi to coordinate with the Central Government. Regular communication should be maintained to facilitate the release of pending funds and resolve outstanding issues.
Officials were additionally directed to follow up on matters raised in letters written by the Chief Minister and Deputy Chief Minister to various Union Ministers and regularly monitor the progress of those representations.
