హైదరాబాద్: తెలంగాణ పోలీస్ శాఖలో ఏళ్లుగా పెండింగ్లో ఉన్న డీఎస్పీలు, అదనపు ఎస్పీల పదోన్నతుల సమస్యకు పరిష్కారం కనుగొనేందుకు డీజీపీ సీవీ ఆనంద్ కీలక చర్యలు చేపట్టారు. 1991, 1995, 1996 బ్యాచ్లకు చెందిన పలువురు అధికారులు, 1998 బ్యాచ్కు చెందిన కొంతమంది అధికారులు పదోన్నతుల కోసం ఎదురుచూస్తున్నారని ఆయన తెలిపారు.
సీనియారిటీ వివాదాలు, కోర్టు కేసులు, జోనల్ అంశాలు, ఇతర పరిపాలనా సమస్యల కారణంగా ఈ వ్యవహారం సంవత్సరాలుగా సంక్లిష్టంగా మారిందని డీజీపీ సీవీ ఆనంద్ పేర్కొన్నారు. గతంలో హోం సెక్రటరీగా ఉన్న సమయంలో కొందరు అధికారుల వినతులను తాను పరిశీలించినట్లు తెలిపారు.
ప్రస్తుత కోర్టు కేసుల ద్వారా సమస్యకు పరిష్కారం కనుగొనడం దాదాపు అసాధ్యంగా మారిన నేపథ్యంలో, అంశాన్ని సమగ్రంగా పరిశీలించేందుకు ఇటీవల ఒక కమిటీని ఏర్పాటు చేసినట్లు డీజీపీ తెలిపారు. కమిటీ నిబంధనలు, సీనియారిటీ తదితర అంశాలను పరిశీలించి తన అభిప్రాయాలను వెల్లడించింది.
వరంగల్, హైదరాబాద్ సిటీ, హైదరాబాద్ రేంజ్కు చెందిన అధికారులతో డీజీపీ సమావేశం నిర్వహించారు. నిబంధనల పరిస్థితి, కమిటీ పరిశీలనలను వారికి వివరించి, పరస్పర విభేదాలు తమ కెరీర్ అవకాశాలను ప్రభావితం చేయకుండా చూడాలని సూచించారు.
ప్రస్తుతం కోర్టుల స్టే ఆర్డర్ల కారణంగా రాష్ట్రంలో 37 అదనపు ఎస్పీ పోస్టులు ఖాళీగా ఉన్నాయని డీజీపీ తెలిపారు. ప్రస్తుత న్యాయపోరాటం కొనసాగితే సంబంధిత అధికారులు అదనపు ఎస్పీలు లేదా నాన్-క్యాడర్ ఎస్పీలుగా పదోన్నతి పొందకుండానే డీఎస్పీలుగా పదవీ విరమణ చేసే పరిస్థితి ఉంటుందని ఆయన వివరించారు.
అధికారులు తమ కోర్టు కేసులను ఉపసంహరించుకుని తనపై, కమిటీపై నమ్మకం ఉంచాలని డీజీపీ సీవీ ఆనంద్ సూచించారు. సీనియారిటీ, నిబంధనలకు అనుగుణంగా దశలవారీగా అందరికీ పదోన్నతులు కల్పించేందుకు న్యాయబద్ధంగా ప్రయత్నిస్తామని హామీ ఇచ్చారు.
రోజంతా అధికారుల మధ్య జరిగిన సుదీర్ఘ చర్చల అనంతరం ఒక సాధారణ అవగాహనకు వచ్చినట్లు డీజీపీ తెలిపారు. తమ అభిప్రాయాలను వారం రోజుల్లోగా తెలియజేయడానికి అధికారులు అంగీకరించారని చెప్పారు. వారు కేసులను ఉపసంహరించుకుంటే దీర్ఘకాలంగా పెండింగ్లో ఉన్న పదోన్నతులకు మార్గం సుగమం అయ్యే అవకాశం ఉంది.

Hyderabad: Telangana DGP C.V. Anand, IPS, has taken steps to find a fair and lasting solution to the long-pending promotion issue involving several police officers serving as DSPs and Additional SPs.
According to DGP C.V. Anand, officers from the 1991, 1995 and 1996 batches, along with some officers from the 1998 batch, have been awaiting promotions for several years despite vacancies being available.
He said the issue had become complicated over the years due to seniority disputes, court cases, zonal issues and other administrative complexities. As Home Secretary earlier, he had also reviewed representations submitted by some of the officers.
Against this background, a committee was recently constituted to examine the issue in detail. The DGP said the present court cases had made it extremely difficult to find a practical resolution and that the committee had examined the relevant rule position and the issues involved.
DGP C.V. Anand held a meeting with officers from Warangal, Hyderabad City and Hyderabad Range. He explained the applicable rules and the committee’s findings and advised the officers not to allow differences over the issue to affect their career prospects.
The DGP said that 37 Additional SP posts are currently vacant in the State due to court stay orders. He cautioned that if the legal dispute continues, the officers involved could eventually retire as DSPs instead of receiving promotions as Additional SPs or non-cadre SPs.
He advised the officers to consider withdrawing their cases and place their trust in him and the committee. He said efforts would be made to promote all eligible officers in phases, strictly according to seniority and the applicable rules.
Following detailed discussions among themselves throughout the day, the officers reached a common understanding and agreed to return with their opinions within a week.
If the officers agree to withdraw their cases, it could help clear the way for resolving the long-pending promotion issue.
