హైదరాబాద్: తెలంగాణ ప్రభుత్వం మౌలిక సదుపాయాలు, పట్టణాభివృద్ధి మరియు ప్రజా ప్రయోజన ప్రాజెక్టులకు వేగం చేకూర్చే లక్ష్యంతో తెలంగాణ సమగ్ర ప్రాంత అభివృద్ధి ప్రణాళిక బిల్లు–2026ను రానున్న అసెంబ్లీ సమావేశాల్లో ప్రవేశపెట్టేందుకు సిద్ధమవుతోంది.

బిల్లు తుది రూపు దిద్దుకునే ముందు గుజరాత్, తమిళనాడు, మహారాష్ట్ర రాష్ట్రాల్లో అమలులో ఉన్న విజయవంతమైన భూ సమీకరణ విధానాలను అధికారులు అధ్యయనం చేస్తున్నారు. ఆయా రాష్ట్రాల్లో అమలవుతున్న నమూనాల్లో భూయజమానులకు కల్పిస్తున్న రక్షణలు, పరిహారం, మౌలిక వసతుల అభివృద్ధి విధానాలను పరిశీలిస్తున్నారు.

ప్రభుత్వ వర్గాల సమాచారం ప్రకారం, భూయజమానుల ప్రయోజనాలకు భంగం కలగకుండా అభివృద్ధి ప్రాజెక్టులను వేగవంతం చేయడమే ఈ చట్టం ప్రధాన ఉద్దేశం. భూ వివాదాలు తగ్గించడం, మౌలిక వసతుల ప్రాజెక్టులకు అవసరమైన భూమి సమీకరణ ప్రక్రియను పారదర్శకంగా నిర్వహించడం కూడా లక్ష్యంగా ఉంది.

Hyderabad: The Telangana government is preparing to introduce the Telangana Comprehensive Area Development Planning Bill, 2026 during the upcoming Assembly session to establish a permanent legal framework for land pooling aimed at accelerating infrastructure and development projects.

The proposed legislation seeks to institutionalise a land pooling mechanism as an alternative to conventional land acquisition. Under the proposed framework, landowners who voluntarily contribute land for development projects are expected to receive developed plots or other benefits after infrastructure creation, ensuring they share in the increase in land value.

Before finalising the Bill, officials are studying successful land pooling models implemented in Gujarat, Tamil Nadu and Maharashtra. The government is examining safeguards provided to landowners, compensation mechanisms and project implementation practices followed in these states.

According to officials, the proposed law is intended to strike a balance between faster infrastructure development and protection of landowners’ interests. The legislation is also expected to improve transparency in land assembly and reduce delays associated with conventional acquisition procedures.

If enacted, the Bill could provide a long-term legal framework for acquiring land required for roads, urban expansion, industrial parks, housing projects and other public infrastructure initiatives across Telangana.
