తెలంగాణలో సాదాబైనామా భూముల సమస్య పరిష్కారానికి ప్రభుత్వం కీలక నిర్ణయం తీసుకుంది. పెండింగ్లో ఉన్న దరఖాస్తులను వేగంగా పరిష్కరించేందుకు కొత్త మార్గదర్శకాలను జారీ చేసింది.
Telangana Government రెవెన్యూ శాఖ జారీ చేసిన జీవో నెం.76, 77ల ద్వారా ఈ ప్రక్రియను మరింత సులభతరం చేశారు. ఇకపై భూమి అమ్మకందారు అఫిడవిట్ అవసరం లేకుండా, కొనుగోలుదారు సమర్పించే అఫిడవిట్ ఆధారంగానే దరఖాస్తులను పరిశీలిస్తారు.
ఈ నిర్ణయం వల్ల రాష్ట్రవ్యాప్తంగా పెండింగ్లో ఉన్న లక్షలాది సాదాబైనామా కేసులకు ఊరట లభించే అవకాశం ఉంది. అఫిడవిట్ ప్రక్రియలో ఉన్న అడ్డంకులు తొలగడంతో పరిష్కారం వేగవంతం అవుతుందని అధికారులు భావిస్తున్నారు.
ప్రభుత్వం స్పష్టం చేసింది कि తప్పుడు పత్రాలు సమర్పించినట్లయితే రిజిస్ట్రేషన్ రద్దు చేసి, క్రిమినల్ కేసులు నమోదు చేస్తారు. ఇది దుర్వినియోగాన్ని అరికట్టేందుకు కీలక చర్యగా భావిస్తున్నారు.
జీవో నెం.77 ప్రకారం చిన్న, సన్నకారు రైతులకు ప్రత్యేకంగా ఊరట కల్పించారు. ఐదు ఎకరాల వరకు భూమి ఉన్న సాదాబైనామా లావాదేవీలను కలెక్టర్లు పరిశీలించి క్రమబద్ధీకరించేందుకు అధికారాలు ఇచ్చారు.
ఈ ప్రక్రియలో భాగంగా ‘భూ భారతి’లో నమోదు ముందు 30 రోజులపాటు అభ్యంతరాలు స్వీకరిస్తారు. గ్రామీణ ప్రాంతంగా ఉన్నప్పుడు దరఖాస్తు చేసి, తర్వాత మున్సిపాలిటీలో చేరినా కూడా వాటిని పరిష్కరించేందుకు అవకాశం కల్పించారు.
ఐదు ఎకరాల లోపు భూములకు స్టాంప్ డ్యూటీ, రిజిస్ట్రేషన్ ఫీజు మినహాయింపు ఇవ్వడం రైతులకు మరింత ప్రయోజనం చేకూర్చనుంది. తెలంగాణలో భూ సమస్యల పరిష్కారానికి ఈ నిర్ణయం కీలక అడుగుగా భావిస్తున్నారు.

The Telangana government has taken a key decision to resolve long-pending Sadabainama land issues by simplifying the regularisation process. New guidelines have been issued to accelerate the disposal of applications across the state.
Through GO Ms. No. 76 and 77, the Revenue Department has eased major procedural hurdles. As per the new rules, an affidavit from the land seller is no longer required. Instead, applications will be processed based on the affidavit submitted by the buyer.
This move is expected to provide relief to lakhs of pending Sadabainama applications in Telangana. Officials believe that removing the seller affidavit requirement will significantly speed up the regularisation process.
The government has also warned that submission of false documents or incorrect information will lead to cancellation of registration and criminal action. This step aims to prevent misuse of the relaxed norms.
Under GO Ms. No. 77, special relief has been extended to small and marginal farmers. District collectors have been empowered to examine and regularise Sadabainama transactions involving land up to five acres.
Before final registration in the ‘Bhu Bharati’ system, a 30-day window will be provided for objections. The government has also clarified that applications submitted when the land was in rural areas will still be considered even if those areas are now part of municipalities.
Additionally, lands up to five acres will be exempted from stamp duty and registration charges, offering significant financial relief to farmers. This decision is seen as a major step toward resolving long-standing land disputes in Telangana.
