తెలంగాణ రాష్ట్ర రోడ్డు రవాణా సంస్థ (ఆర్టీసీ) బస్సులు సురక్షిత ప్రయాణానికి ప్రతీకగా గుర్తింపు పొందాయి. అయితే, ఇటీవల చోటుచేసుకున్న బస్సు ప్రమాదాలు ప్రజల్లో ఆందోళన కలిగిస్తున్నాయి. చేవెళ్ల సమీపంలోని మీర్జాగూడలో జరిగిన ఘోర ప్రమాదం దీనికి ఉదాహరణ. ఇలాంటి సందర్భాల్లో ప్రభుత్వం బాధిత కుటుంబాలకు పరిహారం అందించినా, ఆర్టీసీ ప్రయాణికులకు ఇప్పటివరకు బీమా సదుపాయం లేదు.
ప్రయాణికుల ప్రయాణ భద్రతను మరింత బలోపేతం చేసేందుకు ప్రభుత్వం ఇన్సురెన్స్ సదుపాయం కల్పించే దిశగా పరిశీలనలో ఉంది. ప్రస్తుతం టికెట్లో రూ.1 సేఫ్టీ సెస్ వసూలు చేస్తున్నప్పటికీ, అది బీమా కిందకు రాదు. మోటార్ వెహికల్ యాక్ట్-1988 ప్రకారం ప్రైవేట్ ట్రావెల్ బస్సులకు ప్రయాణికుల బీమా తప్పనిసరి కాగా, ఆర్టీసీకి మాత్రం మినహాయింపు ఉంది.
10,000కు పైగా బస్సులు కలిగిన ఆర్టీసీ ప్రతీ సంవత్సరం కోట్ల రూపాయల ప్రీమియం చెల్లించాల్సి రావడం వల్ల ఈ సదుపాయం అమలు చేయడం కష్టమని సంస్థ ప్రతినిధులు గతంలో వెల్లడించారు. అయితే, ప్రభుత్వ స్థాయిలో కొత్త ఆలోచనలతో ముందుకు వెళ్లేందుకు ప్రయత్నాలు జరుగుతున్నాయి.
గతంలో ప్రతి టికెట్కు రూ.2 నుండి రూ.5 వరకు అదనంగా వసూలు చేసి బీమా సదుపాయం కల్పించాలని ప్రతిపాదించబడింది, కానీ పలు కారణాలతో అది అమలు కాలేదు. ఇప్పుడు ప్రభుత్వం మరోసారి ప్రయాణికుల ఇన్సురెన్స్ ప్రణాళికను పునరాలోచిస్తున్నట్లు సమాచారం. ఈ నిర్ణయం అమల్లోకి వస్తే, రాష్ట్రవ్యాప్తంగా రోజూ ప్రయాణించే లక్షలాది మంది ఆర్టీసీ ప్రయాణికులకు ఇది రక్షణ కవచంలా మారనుంది.
Focus on Passenger Safety – Telangana Government Plans Insurance Facility for RTC Bus Travelers
The Telangana government is reportedly considering the introduction of an insurance scheme for passengers traveling on Telangana State Road Transport Corporation (TSRTC) buses. The initiative aims to ensure greater passenger safety and provide financial relief to families in case of unfortunate incidents.
TSRTC buses are widely regarded as a safe and reliable means of transport across the state. However, a series of recent bus accidents, including the tragic incident near Mirzaguda in Chevella, has raised concerns among passengers. Although the government provides compensation to victims, there is currently no formal insurance coverage for RTC passengers.
To address this gap, the government is exploring the possibility of extending insurance benefits to RTC travelers. At present, a safety cess of ₹1 is collected per ticket, but this charge does not qualify as insurance. Under the Motor Vehicles Act, 1988, passenger insurance is mandatory for private and travel buses, but RTC buses are exempt from this requirement.
Given that TSRTC operates over 10,000 buses, paying crores of rupees annually as insurance premiums poses a financial challenge. Representatives of the corporation have previously pointed out this difficulty. Earlier, the proposal to add an insurance component of ₹2 to ₹5 per ticket was discussed but could not be implemented due to various reasons.
Now, the Telangana government appears to be revisiting the plan with renewed focus. If implemented, this initiative could serve as a protective shield for lakhs of passengers who rely on RTC buses daily for safe and affordable travel across the state.
