ప్రపంచ వేదికపై తెలంగాణకు కీలక ఘట్టంగా, దావోస్లో జరిగిన వరల్డ్ ఎకనామిక్ ఫోరం వార్షిక సదస్సు 2026లో తెలంగాణ ప్రభుత్వం నెక్స్ట్-జెన్ లైఫ్ సైన్సెస్ పాలసీ 2026–30ను ఆవిష్కరించింది. 2030 నాటికి ప్రపంచంలో అగ్ర మూడు లైఫ్ సైన్సెస్ క్లస్టర్లలో ఒకటిగా ఎదగాలనే లక్ష్యాన్ని ఈ విధానం నిర్దేశించింది.
Davosలో జరిగిన కార్యక్రమంలో ముఖ్యమంత్రి రేవంత్ రెడ్డి, మంత్రులు డి.శ్రీధర్ బాబు మరియు పొంగులేటి శ్రీనివాస్ రెడ్డి కలిసి ఈ విధానాన్ని ప్రపంచానికి పరిచయం చేశారు. ఔషధాలు, వ్యాక్సిన్లు, బయోటెక్నాలజీ రంగాల్లో ఇప్పటికే సాధించిన బలమైన పునాదిపై నిలబడి, పరిమాణ ఆధారిత వృద్ధి నుంచి విలువ ఆధారిత, ఆవిష్కరణలపై ఆధారపడిన అభివృద్ధి వైపు తెలంగాణ అడుగులు వేస్తుందని ప్రభుత్వం స్పష్టం చేసింది.
తెలంగాణలో ప్రస్తుతం 2,000కు పైగా లైఫ్ సైన్సెస్ కంపెనీలు కార్యకలాపాలు నిర్వహిస్తున్నాయి. 250కు పైగా యూఎస్ ఎఫ్డిఏ ఆమోదం పొందిన తయారీ కేంద్రాలు రాష్ట్రంలో ఉన్నాయి. ప్రపంచ వ్యాక్సిన్ ఉత్పత్తిలో సుమారు మూడో వంతు తెలంగాణ నుంచే జరుగుతోంది. ఈ నేపథ్యాన్ని మరింత బలోపేతం చేస్తూ, నూతన విధానం ఆర్ అండ్ డీ, ఆధునిక బయోమాన్యుఫ్యాక్చరింగ్, బయోలాజిక్స్, బయోసిమిలర్స్, ప్రిసిషన్ మెడిసిన్, డిజిటల్ హెల్త్, డయాగ్నస్టిక్స్, మెడికల్ ఎలక్ట్రానిక్స్, క్లినికల్ రీసెర్చ్, గ్లోబల్ వ్యాల్యూ అండ్ ఇన్నోవేషన్ సెంటర్లపై ప్రత్యేక దృష్టి సారిస్తోంది.
ఈ విధానం అమలుకాలంలో 25 బిలియన్ డాలర్ల పెట్టుబడులు ఆకర్షించడం, 5 లక్షల కొత్త ఉద్యోగాలు సృష్టించడం లక్ష్యంగా పెట్టుకుంది. జీనోమ్ వ్యాలీ విస్తరణ, మెడికల్ డివైసెస్ పార్క్ అభివృద్ధి, గ్రీన్ ఫార్మా సిటీ స్థాపన, 10 ఫార్మా గ్రామాల అభివృద్ధి, బయో-ఇన్నోవేషన్ మరియు బయో-మాన్యుఫ్యాక్చరింగ్ క్లస్టర్లు, సెంటర్స్ ఆఫ్ ఎక్సలెన్స్ల ఏర్పాటు వంటి మౌలిక సదుపాయాల అభివృద్ధికి ప్రాధాన్యం ఇచ్చింది. పర్యావరణ పరిరక్షణకు అనుగుణంగా గ్రీన్ ఇండస్ట్రియల్ విధానాలు, జీరో లిక్విడ్ డిశ్చార్జ్ అమలు చేయనున్నట్లు పేర్కొంది.
నైపుణ్యాభివృద్ధి అంశానికి కూడా ఈ విధానం ప్రత్యేక ప్రాధాన్యం ఇచ్చింది. పరిశ్రమలకు అనుగుణమైన శిక్షణ కార్యక్రమాలు, నిరంతర లెర్నింగ్ వ్యవస్థ, తెలంగాణ స్కూల్ ఆఫ్ లైఫ్ సైన్సెస్ ఏర్పాటు చేయనున్నట్లు ప్రకటించింది. TASK, యంగ్ ఇండియా స్కిల్స్ యూనివర్సిటీ వంటి సంస్థల సహకారంతో యువతకు నాణ్యమైన శిక్షణ అందించనున్నారు. అలాగే టీజీ-ఐపాస్ ద్వారా సమయపాలనతో అనుమతులు, స్టార్టప్లు, ఎంఎస్ఎంఈలు, గ్లోబల్ ఇన్వెస్టర్లకు ప్రత్యేక మద్దతు అందించేలా ఈజ్ ఆఫ్ డూయింగ్ బిజినెస్ను మరింత బలోపేతం చేయనుంది.
ఈ విధానం అమలు బాధ్యతను తెలంగాణ పరిశ్రమలు & వాణిజ్య శాఖ చేపడుతుంది. ఐటీ, ఎలక్ట్రానిక్స్ & కమ్యూనికేషన్స్ శాఖలతో సమన్వయంతో, తెలంగాణ లైఫ్ సైన్సెస్ ఫౌండేషన్ను నోడల్ ఏజెన్సీగా పెట్టి, పరిశ్రమలు, అకాడమియా, అంతర్జాతీయ భాగస్వాముల సహకారంతో విధానాన్ని అమలు చేయనున్నారు. 2026–30 కాలాన్ని కవర్ చేసే ఈ విధానం, తెలంగాణను గ్లోబల్ లైఫ్ సైన్సెస్ మరియు హెల్త్కేర్ ఇన్నోవేషన్ హబ్గా మరింత బలోపేతం చేయనుందని ప్రభుత్వం పేర్కొంది.
A defining moment for Telangana on the global stage, the State has unveiled its Next-Gen Life Sciences Policy 2026–30 at the World Economic Forum Annual Meeting 2026 in Davos, setting an ambitious roadmap to position itself among the world’s top three life sciences clusters by 2030.
The policy was presented at Davos by Chief Minister Revanth Reddy, along with Ministers D. Sridhar Babu and Ponguleti Srinivas Reddy. It builds on Telangana’s strong base in pharmaceuticals, vaccines, and biotechnology, and marks a strategic shift from volume-driven growth to value-led, innovation-focused development.
Telangana currently hosts over 2,000 life sciences companies and more than 250 USFDA-approved manufacturing facilities, contributing nearly one-third of global vaccine production. Leveraging this ecosystem, the Next-Gen Life Sciences Policy 2026–30 places priority on pharmaceutical and vaccine manufacturing, frontier research and advanced biomanufacturing, biologics and biosimilars, precision medicine and personalized therapies, digital health, diagnostics and medical electronics, clinical research, and Global Value and Innovation Centers.
The policy sets a target of attracting USD 25 billion in investments and creating five lakh new jobs during the policy period. It emphasizes the development of world-class infrastructure through the expansion of Genome Valley, strengthening of the Medical Devices Park, establishment of a Green Pharma City, development of 10 Pharma Villages, and creation of bio-innovation and bio-manufacturing clusters and Centers of Excellence. Sustainability remains a core focus, with the promotion of green manufacturing practices and zero-liquid-discharge industrial operations.
Talent development forms a key pillar of the policy. Industry-aligned skilling programs, continuous learning initiatives, and the establishment of a Telangana School of Life Sciences are proposed, with support from institutions such as TASK and Young India Skills University. The policy also aims to enhance ease of doing business through regulatory simplification, time-bound approvals under TG-iPASS, and dedicated support mechanisms for startups, MSMEs, and global investors.
Implementation of the policy will be led by the Industries and Commerce Department of the Government of Telangana, in coordination with the IT, Electronics and Communications Department. The Telangana Life Sciences Foundation will function as the nodal agency, working closely with industry, academia, and global partners.
Covering the period from 2026 to 2030, the policy reaffirms Telangana’s commitment to strengthening its position as a global hub for life sciences and healthcare innovation, while driving economic growth, employment generation, and global health impact from the State.
